How much offshore oil does Arnold Schwarzenegger plan to drill for?

California's $19 billion budget shortfall is so severe that Arnold Schwarzenegger has proposed extending offshore oil drilling rights on the California Coast so long sacrosanct to well-organized and adamant beachcombers, surfers, and environmentalists, and, thus, to politicians who want to be elected in California.
 
Barack Obama almost made Schwarzenegger his Secretary of Energy, but, once Schwarzenegger leaves Sacramento, he's not likely to run for office in California again.
 
This proposal, and pending legislation to codify it, are shrouded in secrecy, backroom dealing, wildly conflicting numbers about projected revenue, and Governor Schwarzenegger's power grab.  
 
If we, Californians don't act to protect our coast, we may well see a lot more oil drilling than that now proposed for Tranquillon Ridge, off the coast of Santa Barbara, before Governor Schwarzenegger leaves office, in 2011, all in the name of solving California's budget crisis.  
 
This statement, from "Oil and Natural  Gas in Conflict; the Dark Side of Natural Resources,"  applies not only to the Middle East, Africa, Indonesia, and Native America, but also to the State of California:
 
"'Black gold' often brings hardship and misery to
the societies where it is found. Petroleum-producing
countries are plagued by corrupt and authoritarian
governments, lopsided and unsustainable economic
development, and violent conflict."
