
If you know you can’t win by passing more draconian laws through the State Legislature, why not regulate firearms ownership out of existence?
That’s exactly what the Patrick Administration is proposing with a new set of regulations to be approved by the Secretary of Public Safety, Kevin M. Burke.
As the Governors bill (H.4102 An Act to Reduce Firearm Violence) alluded to these regulations have now been made somewhat public and as usual are being ignored by the complicit media. The Governor’s cover letter included these words:
“The Secretary of Public Safety and Security will also file regulations in conjunction with this legislation to regulate any gun shows that are open to the general public in order to ensure that appropriate safety procedures are undertaken.”
The regulations, submitted read as follows:
501 CMR 15.00 FIREARMS EXHIBITIONS
15.01 Purpose and Scope
The purpose of 501 CMR 15.00 is to establish rules and regulations governing firearms exhibitions open to the general public. 501 CMR 15.00 is promulgated pursuant to M.G.L. c 140 § 122B and M.G.L. c 140 § 131(r).
15.02 Definitions
Certified Firearms Safety Instructor means a basic firearms safety instructor certified by the Colonel of the State Police or a firearms instructor certified by the Municipal Police Training Committee.
Firearms Exhibition means any event held at a sporting or shooting club or facility open to the general public or to non-members where firearms, rifles, shotguns or ammunition, all as defined in M.G.L. c.140 § 121, are provided to attendees for the regulated shooting on the premises of the said sporting or shooting club or facility.
Regulated Shooting means any skeet, target or trap shooting.
15.03: Firearm Exhibition Requirements
(1) Any sporting or shooting club or facility that hosts a firearms exhibition shall:
a) Possess a valid license to sell or supply ammunition pursuant to M.G.L. 140 § 122B;
b) Possess a Class A club license issued pursuant to M.G.L. 140 § 131(a);
c) Provide for an adequate police detail as determined by the police department of the city or town in which the event is to occur;
d) Ensure that one certified firearms safety instructor is present at the exhibition for every 20 members of the general public present at the exhibition; provided however, if persons under the age of 18 years old are to be admitted to a firearms exhibition, there shall be one firearms safety instructor present for every five individuals present at the exhibition. The certified firearms safety instructor(s) present at the exhibition shall be directly responsible for the instruction, supervision and safety of members of the general public participating in the regulated shooting during the firearms exhibition.
e) Submit a basic safety plan to the municipal police department located in the town in which the firearms exhibition is to take place and to the Firearms Records Bureau of the Criminal History Systems Board not less than 30 days prior to the date of said exhibition.
The basic safety plan shall include, at a minimum, the following:
1. A list of the types of weapons and ammunition that will be used to regulated shooting;
2. The number of people expected to attend the exhibition;
3. The names of the certified instructors that will be present at the exhibition and the ratio of instructors to general public;
4. Whether persons under the age of 18 will be admitted;
5. The size of the police detail requested; and
6. A detailed description of any additional safety measures the sporting or shooting club or facility intends to implement during the firearms exhibition.
(2) Machine Guns. The use of machine guns, as defined in M.G.L. c.140 § 121, is prohibited at any firearms exhibition.
You see there are many Sportsmen’s and Women’s Clubs in Massachusetts despite the best efforts of a select ill-informed minority who have no respect for our Constitution(s), Federal or State. More importantly, they know that our numbers are increasing dramatically and in no small part to our current President and his parties stated administrative policies combined with the economic downturn and increase crime.
With more and more people turning to those who long ago made the personal choice to exercise their Second Amendment rights these anti-Constitutional, One-Worlder’s” must find ways other more expedient ways to thwart this threat of increased voters at the ballot box; as usual always under the guise and outright lie of public safety and for the “common good”.
These regulations, if passed as written, would effectively eliminate firearms education and training courses, affect in some manner nearly all shooting events open to the public, including junior shooting programs, Women on Target, Becoming an Outdoors Woman, and club field days enjoyed by thousands of responsible, licensed, firearms owners and shooting enthusiasts. Any events open to the public where a machine gun was in use would also be eliminated.
Today, Trap, Skeet, and 5-Stand, International Practical Shooting Confederation (IPSC) Pistol, Cowboy Action Shooting, and Scholastic Clay events are held on clubs all across the Commonwealth during the week and on weekends where the public is invited. If that a non-member were to show up as a guest of a club member, or just stopped in and wanted try the sport – the club would have to deny that non-member that request until all of the above regulations were satisfied.
Even if the club were to satisfy all of the above an arbitrary or capricious denial of a police detail would be enough to deny the public participatory access to these events.
The end result of these regulations will be that no Sportsmen’s and Women’s Club, for any reason, opens itself up to the public where a firearm or ammunition would need to be provided. This will ultimately result in a drastic reduction in new shooters, placing one more hurdle in front of potential interested parties, further reducing our numbers.
With these regulations, the Governor and his appointed Secretary of Public Safety are saying that if new shooters can’t get their required safety instruction to apply for their lawful permits – too bad for them.

Remember, it’s not about public safety; it’s about eliminating the right of self-defense and eliminating the votes of those who believe in the Second Amendment (America’s original “Homeland Security” act, and the amendment that ultimately protects all the others) – through back door gun control.
