City of Heroes Issue 16
 

With Issue 15: Anniversary behind us, NCSoft is ready to give us details on the next content addition called Issue 16: Power Spectrum.

In June, Positron talked about Issue 16 and how with it we'll be able to customize our heroes' and villains' powers.  Issue 16 is bringing that and a whole lot more with it.

Right now Issue 16 is boasting a new character creator, customizable powers, power set proliferation, and enhanced difficulty options.  New website for Issue 16 talks about each of these features in depth, but here's a summary.

First the new character creator lets you move through the creator without losing any data.  You can go from the archetype screen to the character ID screen without having to redo anything.  This is where you can choose colors and themes for your powers or to an entire power set.  "These themes will allow for color tinting of geometry and particle effects such as energy blast colors and force field colors."

Next, we have the list of what powers can be customized.  I'm sorry Masterminds, Necromancy is on there, but it's in a limited fashion. 

Customizable powersets include Cold Domination, Dark Armor, Dark Blast, Dark Melee, Dark Miasma, Earth Control, Earth Melee, Electric Armor, Electric Assault, Electric Blast, Electric Melee, Electricity Manipulation, Empathy, Energy Assault, Energy Aura, Energy Blast, Energy Manipulation, Energy Melee, Fiery Aura, Fire Assault, Fire Blast, Fire Control, Fire Manipulation, Fire Melee, Force Field, Gravity Control, Ice Armor, Ice Assault, Ice Blast, Ice Control, Ice Manipulation, Ice Melee, Illusion, Invulnerability, Kinetics, Mental Manipulation, Mind Control,  Necromancy, Plant Control, Psionic Assault, Psychic Blast, Radiation Blast, Radiation Emission, Regeneration, Sonic Resonance, Sonic Blast, Spines, Stone Armor, Storm Summoning, Super Reflexes, Thermal Radiation, Thorny Assault and Willpower.

Super Strength and Martial Arts will each receive an alternate animation for their powers, and Stone Armor and Necromancy will include limited customization.

Powerset proliferation means that more power sets are available to more archetypes.  For example, Corruptors can now use the Archery and Trick Arrow power sets.  There's an entire list at the new site so check it out for more details.

Finally, there will be enhanced difficulty options in Issue 16.  This will allow players to choose the size of their team for a mission.  For instance, you can say you have a larger team even if you're by yourself to make a mission more difficult.  "The difficulty settings of the mission owner dictate how the mission is handled, just as before, and you can change your difficulty settings at any Hero Corp.'s Representative in Paragon City or Fateweaver in the Rogue Isles."
