The political contributions behind Baltimore's list of preferred demolition companies

A few weeks ago the Sun broke a story that revealed the BDC awarded a major demolition contract without public bidding. The BDC only asked three companies for bids. We all know the process was wrong and the city has supposedly changed this quick bid policy. I think it's time to discuss the three companies that were allowed to bid and why they were given this privilege. In theory if the BDC controls the number of bidders then they can easily inform one or all of the bidders of the low bid. It is easy to set up some sort of collusion with such few bidders. If you are going to be involved in a process that might be rigged then you probably are going to have political connections. Demolition related companies sure do donate a lot of money to local political campaigns. Below is information about the three companies involved in the controversy
P&J Contracting was awarded the contract. They had the low bid. The owner of P&J Contracting is Pless Jones:
