The woman who first reported the October 24 gang rape of a 16-year-old girl outside a Richmond, California, homecoming dance says she surprised that no one else had the instinct to call police earlier.
Richmond Police say that 10 or more people stood by and watched the attack, some taking pictures and video on their cell phones. Six people are in jail for the crime. Investigators say that the onlookers cannot be charged because the girl was not under 15.
Meanwhile, police say the girl has received overwhelming support from the community.
