With the incredible failure of California parole agents in their duty to supervise Mr. Phillip Garrido, who kidnapped and held captive for 18 yrs Jaycee Lee Dugard while on parole as a sex offender, there is heightened concern about public safety in view of this demonstrated lack of quality of supervision provided to parolees by parole officers around the country. In Illinois evidence has now been shown to authorities of similar type failures of the parole system.
Dr. Linda Shelton a disabled and wrongfully convicted felon was falsely accused through falsified parole officer records of failing to live at a designated residence in Cook County, failing to report to her parole officer, and arranging for others in her residence to impede the parole officer, Victoria Pork (alias Dockery) from doing her job. Parole Ofc. Pork, with approval of her supervisor Dana Travis falsified her records. The Cook County based parole officers from the IDOC (Illinois Department of Corrections) supervise more felons than anywhere in the State. The proper function of the Parole Division at IDOC is needed to ensure the public safety in the State of Illinois.
Although Dr. Shelton is a physically harmless disabled individual, systemic failure of the IDOC Parole Division to supervise other dangerous parolees and execute arrest warrants issued for parole violators endangers the public safety and impairs the administration of justice. Illinoisans have to wonder about how wisely and carefully their tax dollars are being used. They are demanding more accountability.
Dr. Shelton, as she is concerned about public safety, has informed appropriate law enforcement agencies of these systemic failures, even providing them unequivocal evidence of the parole officer's guilt, and to date there is no evidence that the FBI is following-up on these complaint. The Illinois State Police have informed Dr. Shelton they refuse to investigate this complaint. Acting Director of the Illinois State Police, Mr. Monken has specifically written Dr. Shelton to inform her there will be no investigation. Parole Agent Pork is still at large as a parole agent.
Dr. Shelton was wrongfully imprisoned and is appealing her wrongful conviction for aggravated battery to an officer where she is alleged to have rammed and then kicked an officer from her wheelchair in the chest with her impaired and partially paralyzed leg, while severely ill and weak. Shelton was sentenced to two years at the IDOC and one year of mandatory supervised release (formerly known as parole).
Shelton was ordered to live in her father's home near Chicago. She lived there, but was hospitalized several times during 2008 for cardiac and neurological disorders. Parole Agent Pork claimed in her written records and reports that Dr. Shelton was never at the residence when the agent visited, that people in the house peered through the drapes and refused to answer the door, and that Shelton failed to check-in by phone as required for conditions of parole.
As Dr. Shelton is disabled and lives with a severely disabled elderly father, the family has hired home care aids to assist in the care of the father, do shopping, and assist in household tasks that are too strenuous for Dr. Shelton. They keep a log book as required by the home care agency and often mentioned in their logs their concerns about Dr. Shelton's weak condition.
Parole Agent Pork should be aware that for the times and days that she claims Dr. Shelton was not to be found, the log books prove that Dr. Shelton was at the residence, in the hospital, or at the library or other known place and returned later in the evening. The log books also reflect that the aids answered the door when the Parole Agent came, or that they noted Parole Agent Pork's car parked in front of the residence and the agent sitting in the car and never coming to the door.
Parole Agent Pork in her reports also states defamatory and false information about Dr. Shelton stating her behavior was abnormal and she was mentally ill in order to bolster her false statements. Affidavits and log entries from the home care aids state that Dr. Shelton, although physically ill was mentally stable, helpful to her father, and intelligent. Hospital records support this assessment. Dr. Shelton has no history of mental illness except for non-violent flashbacks characteristic of post-traumatic-stress disorder from having been beaten and abused by officers as well as medically neglected in Dwight Correctional Center, under the direction of Warden Mary Sigler. Dr. Shelton is a life-long non-violent pacifist.
This evidence of Parole Agent Pork's falsification of records, defamation of the character of Dr. Shelton, and official misconduct has been reported to both the FBI and the Director of the Illinois State Police, Mr. Monken. Mr. Monken has informed Dr. Shelton that his agency will not investigate, arrest, and prosecute this official misconduct. He as yet has not been confirmed by the Illinois Senate Committee on Executive Appointments and Dr. Shelton has informed the committee members that she wishes to testify in opposition to his appointment. Members of the public that wish to oppose his confirmation as Director of the State Police can contact committee members through the above link. The FBI has not responded to requests to confirm that they are investigating this issue.
Parole Agent Pork then caused the IDOC to issue an arrest warrant for Dr. Shelton on August 4, 2008, which was withdrawn on February 19, 2009. Documents obtained by Dr. Shelton prove the warrant was sent to the IDOC fugitive apprehension task force who never attempted to execute it. Dr. Shelton during the period from August 2008 through February 2009 made frequent appearances at Cook County Courts on civil and criminal cases as a litigant. Deputy Sheriffs in the courthouse, who know her by name, never once attempted to execute this warrant. Dr. Shelton was not informed of this warrant until after it had been withdrawn. Clearly Sheriff Courtroom Services officers apparently are not informed of warrants by their supervisors or the IDOC. Such communication problems contribute to a lack of public safety and the image of massive failure of of the Sheriff Department staff to do their duty contributing to endangerment of the public by the Cook County Sheriff's office.
This is a serious situation where there is unequivocal evidence that the Parole Division of the IDOC directed by Asst. Director Jesse Montgomery has failed to perform its sworn duty and is engaged in corrupt activities. Dr. Shelton during this period of time when the warrant was active had at least monthly informed Asst. Dir. Montgomery, Parole Agent Pork and Supervising Parole Agent Dana Travis of her location and activities. The Fugitive Apprehension Unit of the IDOC apparently never made any effort to capture Dr. Shelton during the six months the warrant was active. An FBI duty agent expressed his astonishment to Dr. Shelton, when she presented to the FBI this evidence of the sham nature of the IDOC Parole Division along with the arrest warrant, that no effort was ever made to capture her and Dr. Shelton's comment to him was "I think this proves their operation is a sham!" The duty agent briefly detained Dr. Shelton until he verified the arrest warrant she presented to him had been withdrawn.
Efforts of this writer to obtain comment from Mr. Monken or the IDOC have been met with silence. The Chicago office of the FBI has also declined comment as to why they have not arrested Parole Agent Pork and her supervisors for theft of honest services, official misconduct, and other crimes.
