Will N.J. 'one gun a month' bill stop the violence?

The Garden State has passed another citizen disarmament measure. From New Jersey On-Line:

Handgun purchases in New Jersey would be limited to one per month after lawmakers gave final approval early yesterday to a controversial bill...

Why would it be "controversial"?

Sponsors and supporters said the measure would stem the flow of guns and prevent criminals from distributing handguns throughout New Jersey.

I guess the controversy is whether or not it would.

[G]un enthusiasts and some lawmakers said the bill would punish law-abiding gun owners.

Gov. Jon Corzine is throwing them a bone by issuing "an executive order moments after the vote creating a task force examining the law's impact on collectors and sportsmen."

Are they the only ones it will impact? Well, uh, naturally the "Only Ones" are exempt:

The law would not apply to law enforcement officers...

Because as we all know, they're simply more trustworthy with guns than the rest of us mere mortals...

Right? Isn't that so? Wouldn't you agree?

Still, one wonders why the fight against "gun crime" is focused so sharply on those inclined to obey the law. Especially since:

After State Police and local law enforcement do background checks and sign-off on the permit, "it can take up to six months for the paperwork to come back"...

Thing is, we know where the crime problem in New Jersey is coming from:

A study has confirmed what many law enforcement officials have long felt: Street gangs are responsible for the rising homicide rate in New Jersey.

Is this where we say "No, Duh"?

So when this latest assault on the people who are not responsible for the violence doesn't work, the "solution" will be to drag even more people who aren't guilty into the net. Other states, where peaceable armed citizens seem to be able to behave themselves, will be blamed, and the demand will be made to make "one gun a month" the law of the land.

You know, part of that "what works in Chicago may not work in Cheyenne" bit of misdirection that always seems to result in a "one size fits all" mandate...
