
Usually when kids toys and bikes are strewn around a yard then most people would think that children either live at the home or visit on a regular basis. There were kids toys and a child's bike in the front yard of Phillip Garrido's home where he held Jaycee Lee Duggard hostage for 18 years.
Even though Phillip Garrido was a registered sex offender and his probation officer knew that he had no children it never registered a bell with the probation office. A lot of this may be the fact that the California probation and parole has a huge caseload. There simply is no way for them to keep up to date with everybody.
I would like to blame the neighbors but I can't. All of the neighbors thought that Phillip Garrido was a strange duck. One of the neighbors had even called police three years ago. The officer showed up to Garrido's home and spoke with him at the front door but that was it. The matter was never pursued again by the local Antioch police force.
If the officer would of called Garrido's felony probation officer they could have figured this out sooner and rescued Jaycee Lee Duggard sooner. The police officer would have learned from the probation officer that Garrido has no children and the police officers suspicions would have been raised because of the children's bicycles in the yard.
Were the children allowed to ride bikes off the property? Did Jaycee Lee Duggard ever go on a neighbor hood bike ride with her kidnappers?
