Obama-Biden education agenda posted on White House website

President Obama and Vice President Biden have posted their education agenda on the White House website.

It sounds great, but I wonder who is going to pay for it all?
 
To start with, the plan envisions more education for those under age five. This includes voluntary, universal pre-school, “Early Learning Challenge Grants,” increased funding for Head Start, and affordable, high-quality child care for working families.
 
My personal favorite is the American Opportunity Tax Credit. This universal and fully refundable credit will ensure that the first $4,000 of a college education is completely free for most Americans. It will cover two-thirds the cost of tuition at the average public college or university, and make community college tuition completely free for most students. Recipients of the credit will be required to conduct 100 hours of community service.
 
The vision also lists support for college outreach programs for low income families, and streamlines the college financial aid application.
 
Obama and Biden also want to reform No Child Left Behind, address the dropout crises, make Math and Science a national priority, and support transitional bilingual education.
 
New teacher service scholarships would be given in exchange for individuals agreeing to teach for at least four years in a high-need field or location. There would be mentoring programs for teachers, as well as new ways to reward them.
 
Obama and Biden would require all schools of education to be accredited.
 
It’s encouraging that they want to double funding for the Federal Charter School Program, supporting high quality schools and closing low performing charter schools. Hmmm. Do they also plan to close low performing non-charter public schools?
 
Finally, Obama and Biden say that they will work to ensure the academic success of students with disabilities by increasing funding and effectively enforcing the Individuals with Disabilities Education Act.
