The Extraterrestrial Affairs Commission ballot initiative is now officially 'Initiative 300' for the November 2, 2010 General Election in Denver. This article includes enhanced content from Page 1 of the Initiative 300 voter education paper to be printed soon on newsprint.

EXTRA! Many UFOs Are Real!

When people say "I saw a real UFO!"  they are not talking about flying objects that were "unidentified". They are claiming that what they saw was really identified as a craft that appeared and behaved as if not from Earth. Such craft have been seen by U.S. Presidents Reagan and Carter, Apollo astronaut Neil Armstrong and other NASA employees, high ranking military officers, public safety personnel, government contractors, celebrities such as Elvis and Muhammad Ali, and millions of citizens.

Thousands of U.S. Government documents confirm the cover-up of these "UFOs" not from Earth. Many of these documents have been declassified and made available through the Freedom of Information Act. The best collection of these documents is at www.theblackvault.com, created by John Greenewald, Jr.

The Initiative 300 paper also describes that:

  • Advanced extraterrestrial technologies for clean energy, cures for cancer, and more, have been kept from the public by the government
  • Polls show most people already believe many UFOs are not from Earth
  • Governments of other countries are already disclosing some of their UFO files

Why Create an Extraterrestrial Affairs Commission in Denver?

Many of the most important national policies must start from the ground up. The long, hard, and dangerous fight to get voting rights for women and people of color has proven that. As James Madison said, "The People are the only legitimate fountain of power..."  That is why an Extraterrestrial Affairs Commission needs to be created first at a local level. Why not Denver?

Disclosing truth about UFOs and life-saving and planet-saving extraterrestrial technologies needs to start somewhere. After more than 60 years of lies, there is still no sign that the U.S. Government is starting anywhere to disclose this truth. So "We the People" are starting in Denver!

What will the commission do? Summary of ETA Commission duties:

Over 10,000 people signed the petition to put the Extraterrestrial Affairs Commission on the Denver ballot. If voted into law, the commission will be funded entirely by "grants, gifts, and donations", not the city budget, as confirmed by Mr. Ed Scholz, the Denver Budget and Management Director.

The full text of the ballot initiative and description of the commission's duties is on Page 7 of the Initiative 300 paper. In summary, the commission will:

  • display on the City of Denver web site, evidence and witness testimony regarding extraterrestrial visitors on Earth
  • evaluate potential risks and benefits of interacting with extraterrestrial visitors
  • establish procedures for residents to report sightings of extraterrestrial visitors or vehicles
  • establish the fund to accept "grants, gifts, and donations" to support the activities of the commission

The Commission will have no legal authority to force the U.S. Government to disclose UFO files. But that could be a side effect when the masses see evidence posted on the City of Denver web site from private citizens and whistleblowers that extraterrestrial visitors have been to Earth. Because then they will finally realize that they have been victims of a costly government hoax that has negatively impacted their lives.

What will the commission cost taxpayers? Nothing!

Mr. Scholz, Denver’s Budget Management Director, replied to an e-mail question, about potential costs to the City from activities of the Denver Extraterrestrial Affairs Commission, (DEAC). He repeated and then answered the question by stating:
"If the DEAC does not collect enough "gifts, grants, or donations" to operate, will the DEAC have to become City funded?: No, if operating costs impact the General Fund, it will be the responsibility of the Commission to reimburse the General Fund for those expenses in a timely manner."

Along with his correct assessment that the DEAC would not become city funded, Mr.Scholz also estimated the amount of indirect costs that would need to be reimbursed. However, his itemized estimate totaling $22,800 annually in potential reimbursable costs by the DEAC was inaccurate. In fact, it was nearly ten times more than the correct amount. Unfortunately, his incorrect estimate was reported by Fox 31 and KDVR in Denver and repeated elsewhere.

Mr. Scholz' mistaken estimate was probably due to a misunderstanding of the legally binding initiative text and initiative rules. A more accurate estimate would be in the range of $2,450 annually. Why create an ET Affairs Commission now?

It is time to start an open and honest discussion about the extraterrestrial hypothesis. It is time to ask who these ET visitors are, why they are here, and what are the risks and benefits of interacting with them. It is time to enable people to report and discuss their UFO sightings and close encounters without fear of ridicule and threats. It is time to grow up and accept that we are part of a galactic community!

Public Safety, UFOs, and Extraterrestrial Contact

Sightings of UFOs and encounters with extraterrestrial intelligent beings are public safety issues. The highest priority for any city government is public safety. Thousands of people have claimed some kind of ET contact with benevolent ETs or abduction by malevolent ETs. Many allege that the abduction was actually done by U.S. military personnel (MILABS) faking an alien abduction and abusing innocent citizens. These reports must be treated seriously.

Former Denver Police Officer Michael Newell has had personal encounters with four different extraterrestrial races on and near Sept. 11, 2001. These included on-board craft experiences. Newell is a former Army C.I.D. (Criminal Investigation Division) Agent, Viet Nam Veteran, Denver Police Officer and advisor to international clientele on management of counter-terrorism, stalking and conflict management. He has been featured on CBS News "48 Hours" and was referred to as "The Real-Life Equalizer".

Former New York Police Officer Frank Soriano has had similar experiences. Regarding the government cover-up, Soriano says, "If they continue to deny everything they don't have to answer any questions." Soriano and Mutual UFO Network Researcher Jim Bouck have recently co-authored the book "UFOs - Witnessed and Reported by Law Enforcement Officers". They are now looking for a publisher.

A Denver Police Department Crime Analyst has suggested that Denver Police attend continuing educations courses on the subject of UFO sightings and close encounters with ETs. The FIRE OFFICER'S GUIDE TO DISASTER CONTROL also has information for dealing with UFOs. The Extraterrestrial Affairs Commission will help assess the risk and benefits of contact with ETs and develop procedures for reporting.
