A San Anselmo, California man reports that he is a Targeted Individual and wants a Congressional investigation into Department of Homeland Security (DHS) and related government agencies' covert application of electronic weapons on American citizens, including mind control weaponry.
Richard Centeno has written a letter (below) describing shocking assaults and wants a Congressional investigation. He is not the only one making such allegations and gathering evidence about a rogue element widely infiltrated at high levels of U.S. security departments.
Airline whistleblowers and a growing number of self-identified targeted individuals are calling for a Congressional investigation into the nationwide criminal racket controlling agencies and mobbing employees out of their careers.
As reported in a previous article, over 400 Americans have publicly recorded claims of suffering as targets of this treatment, many of whom are dissidents and whistleblowers. Today, most professionals aware of this alleged human rights violation agree that this target number is probably much higher than previous estimates.
Many self-identified targets of this program allege experiencing effects of clandestine bombardment of electromagnetic weapon technology.
Independent researcher, Marshall Thomas has personally interviewed over 250 Americans suffering similar assaults, many with visible burns. (See video #1 below) Donald Rumsfield and General Richard Meyers answered questions about electromagnetic weapons (EMW) at a press conference, admitting its existence and experimentation. (See video #2 below)
All weapons of war must first be tested on humans. The U.S. has a long history of non-consensual human experimentation using as weapon test subjects society's most vulnerable (prisoners, children, disabled, hospitalized patients) plus victims of war.
There is mounting evidence of a widespread campaign of experimentation or outright persecution including violating targets' right to think by attacking with EMWs. (Read: Carol Smith, On the Need for New Criteria of Diagnosis of Psychosis in the Light of Mind Invasive Technology, Global Research, October 18, 2007, Journal of Psycho-Social Studies, 2003)
A look at content of TI messages in their online support groups reveals their disturbing accounts: typically death threats, rapes, physical assaults and assassination attempts. These reports consistently meet criteria of torture.
Reporting these violations to authorities typically results in re-victimization, including forced psychiatric evaluations or treatment, same as airline whistleblowers.
The system of U.S. war criminal abuse escalated post-911 at the onset of the "war on terror," known to be based on myths such as the WMD myth that supposedly justified war crimes including nation invasion, occupation, kidnap and torture.

My letter to you respectfully requests that that your office consider the following matters in your widely-publicized efforts to initiate hearings on Capitol Hill to expose the atrocities of the government’s clandestine services involved in the systematic “psychotronic torture” and “electronic assault” of thousands of innocent Americans, including me.
Since 2002 I have been the victim-target of directed energy weapon attacks, covert surveillance, organized stalking and orchestrated harassment committed by anonymous (NSA and whatever other perpetrators] community operatives.
I implore you and your staff to spend a few minutes browsing the internet where you will find hundreds of credible victim accounts and a body of scientific evidence that corroborate that there is a widespread, pervasive secret war being waged by a rogue element of the [NSA,CIA, FBI, military intelligence...] against unsuspecting citizens nationwide.
Many victims of land-based and satellite-based directed energy weapon attacks are jolted and shocked with electrical current that, in some cases, produces visible burns to various parts of the body.
The technology is so advanced and so precise that many women describe sensations of painful penetrations in private areas. These women refer to this as virtual rape. Many men report painful electrical attacks to their genitals.
There is also significant evidence that the weapons transmit extra low frequency signals that connect to human neural frequencies thus creating sounds and “voices in the head.” This effect mimics the classic clinical symptoms of schizophrenia.
In the 1970’s the CIA was ordered by Congress to cease mind control and electronic experiments but the experiments continued. Now, 40 years later, the technologies have been perfected.
Before discounting these matters as nonsense, I ask your office to make inquiries and conduct research in a sincere and determined effort to prove the weapons technologies exist and to prove that the weapons are being covertly deployed against “everyday” Americans; none of whom are enemies of the State.
You will find too many technological common denominators to simply ignore and there are too many credible victims that cannot simply be categorized as delusional.
Please take these matters seriously and include them in your crusade to bring about public hearings on the illegal activities of America’s intelligence agencies.

U.K. Psychoanalyst Carole Smith refers to the new technological method to torture people in their homes and communities "new barbarism." She highlighted eminent astrophysicist and astronomer royal Sir Martin Rees, author of the book, “Our Final Century” who spoke on BBC radio of devastation from small groups or cults based in the United States, “…few individuals with the right technology to cause absolute mayhem.”
SITIs consistently report experiences reflecting mind-control tactics in their communities: for example “extreme” stalking (J. H. Kamphuis and P. M.G. Emmelkamp, Stalking — a contemporary challenge for forensic and clinical psychiatry, Department of Clinical Psychology, University of Amsterdam, The Netherlands, The British Journal of Psychiatry (2000) 176: 206-209), forced isolation and noise campaigns that completely remove their ability to predict the future. This type of torture creates dependence on others, a helplessness. SITIs claim being covertly tortured in their homes and communities. They are broken individuals. Smith warns that "if the victims at this point in the new history of this mind-control, cannot yet prove their abuse, it must be asserted that, faced with the available information about technological development – it is certainly not possible for those seeking to evade such claims – to disprove them.

Perhaps it is too late.

I am one of many thousands of Targeted Individuals except I live in Canada. This crime is taking place all over the world and the number of victims seems to be increasing.
I am a member of the internet community of Targeted Individuals and many are not whistle blowers nor were we dissidents prior to the onset of our community harassment which is likened to the now defunct FBI COINTELPRO.
Many of us have now become activists and attempt to educate the public, gain the attention of politicians,police and others but it seems that our appeal falls on deaf ears. Why is it that our complaints are ignored? Could this be a continuation of the CIA's MK Ultra program that was exposed to the world years ago? Is this program secretly carried out under a different name? Have citizens become experimental test subjects for the Military and their high tech energy weapons? In 1987 I blew the whistle on an international defense contractor, International Signal & Control, ISC, who was selling arms to Iraq and was guilty of a $1 Billion dollar Fraud. My father was part of U.S. Navy experiments in the 1940's and experienced synthetic telepathy in the 1970's and 1980's. My brother was in the U.S. Air Force and a victim of the LSD experiments. He was murdered on Christmas Day, December 25, 1984 in Santa Barbara, California while under a Guardianship with the County of Santa Barbara. Extending this perspective may suggest that under the guise of national security, criminal elements with in “citizen watch” and other groups have seen an opportunity to exact revenge on those they dislike for reasons clearly unrelated to national security. There is an increasing evidence base that children are being targeted with these dangerous weapons) in residential homes (video coverage is truly heart breaking) and that family pets are being tortured and killed. From 1975-1988, I was an employee of the New York State Office of Mental Retardation and Developmental Disabilities, a Grade 16 Speech and Hearing Therapist. In 1984, I blew the whistle on corrupt connections between persons at my workplace and police officers who were later convicted of having used electric stun guns to torture a false confession from a young marijuana suspect. Late in 1985, I filed a complaint against my facility before the Office of Civil Rights of the US Department of Health and Human Services.
My employer retaliated viciously, and continues to do so, organizing a lynch mob to torment and discredit me. This has included obscene violation of privacy and personal dignity via voice-to skull and thought-reading equipment that has existed since at least 1985. No public official will acknowledge this reality, no law enforcement agency will investigate. The corruption is universal and intractable.
I am a TI in San Diego, at least several years, and (I believe) several types of high tech devices are being used on myself and my residence for harrassment and ruination. I'm not sure what the reason is though as many as a half dozen plausible rationales come to mind. It would be rank speculation to theorize who the architects are or what their goals may be but I've lived in the same place for over 15 years and the whole area has gotten REEEEEAL quiet, especially at night, even after 10 pm on weekends. Seems to be a "control and conformity" movement, where if you don't work 9-5 and pay into their income tax scheme, if you're a little bit different than the people with 2.3 kids and the white picket fence on the corner who go to church and all the PTA meetings, well you aren't welcome in THEIR future. When I saw the stasi signals and twice was literally stalked by vehicles who spent an HOUR driving lazy circles behind my house, pausing as their lights lit up my wall, I knew it was real.
I was originally from New Hampshire, where it all started in 2005. A nasty slander campaign began as my parents were dying. By the time my father drew his last breath,it was set up. The swarming, break-ins, threats, conspicuous surveillance, and more, all started immediately afterwards.
I 'got' the idea that a bunch of people could be riled up against me for no good reason, so as soon as I was able, I moved out of the area. It all followed me. I discovered I had no privacy, that everything I said or did was being monitored 24/7. I was being hounded everywhere. I had several suspicious auto accidents, car problems, I went through 3 computers in 12 months and I'm not a computer illiterate (I was using Unix, I have a CS degree).
Advanced tech started being overtly used on me. That was when I knew this was much more than just a grudge. I connected w/ others who had never talked to me, but reported identical tactics and symptoms, 4 months ago.

I am a TI and a degreed professional. I have worked in the computer industry as an administrator as well as earned a degree in law that elected me the opportunity to study the Constitution and the Bill of Rights. I have two young children who are sadly targeted individuals as well. As a child I was put into a program known as Operation Monarch. It is a trauma based mind control operation run by the US Intelligence community. I suffered every form of abuse throughout my lifetime and was involuntarily experimented on and still am to this day. More recently I've witnessed obscene corruption in the family courts to ensure that my children can not be protected by me. I've also over the last six years been framed several times and witnessed officers of the law behaving like criminals. I myself realized that I was targeted by something sinister in November of 2007 after reporting a neighbour to the city and police for using security surveillance technology to invade my privacy. Because the subsequent harassment campaign had had such a severe impact on my personal life, I was able to characterize the nature of organized stalking within several months before I could give it a name and discover that other people around the globe were having the same experiences. Friends and family have found it difficult to accept this as a fact.

Read about "COINTELPRO" in Wikipedia. One of the four main methods of COINTELPRO was infiltration. Most of the information you get on the internet about organized gang stalking is the FBI up to its old tricks again. I've been a ti since my father died and his executor took over. My son and I were denied the home willed to us. After we left the home we were gangstalked across the country and attempted murdered or harmed numerous times. Only my son's crazy driving saved our lives. The attorney "allegedly" colluded with people at the Bank of America. He had no intention of letting us keep the money he received for the home.
as an enginner who led a research team in electronic countermeasures I blew the whistle on corruption. I was punished with lifetime unemployment and many of the electronic and chemical attacks mentioned in this article. I was also falsely accused of alternative lifestyle, of being a hardened criminal (never so much as a traffic violation in my life) and as being insane and a violent offender. I won't even squash a bug unless i't about to bite me. Whenever I attempt to contact the sheriff or newspapers I'm punished by false accusations of criminal offences and violent chemical attacks that produce a number of biological illnesses. These have been well documented by medical professionals. I have also been subjected to sleep deprivation for 24 years. I have over 100 videos of these attacks but nothing is done about it.
Let's get the word out and bring this garbage to a screeching halt. I have no experience with DEWs, but wouldn't discount anything anymore. I do know about the surveillance, defamation, destruction and theft of property, surreptitious home entries and safety deposit box theft. It would appear that law enforcement authorities are involved, so that tells us something.
Organized Stalking is at the root on the war against terror. It's called CORRUPTION. When good people stand up for what is right, they get targeted. A swarm of bullies in your community gang up against you and destroy your life to shut you up. Before these Organized Stalkers start arming themselves with assault weapons like they do in Mexico and underdeveloped countries we need to fight the corruption here. And that starts with protecting the targeted individuals when they blow the whistle or report organized crime, fraud or any wrongdoing. Bonnie and Targeted-PA: Microwave technology has been weaponized for decades. (Consumers have been able to buy microwave ovens for at least 40 years) They may not be using the electronic harassment on you yet - so far as you know - but they could use it on you later.
Some of the symptoms of the technology used are mysterious, and many of the targets aren't scientifically literate, so they grasp at any explanation available. So you have people out there saying some crazy stuff. But the symptoms are real.
My advice to the targets experiencing electronic harassment or organized stalking is to not invent details. Do you know for sure where it comes from, or what the nature of the radiation is? Or did you just read it on a website somewhere? Do you really know who's behind it all? Are you sure you aren't being bombarded with misinformation? You discredit us all when you start naming names without any kind of evidence.
Those behind this garbage are evil, we'd all agree, I'm guessing. Let's hope that 2010 is the year that this madness is exposed. It's hard to believe that this is America. Land of the free, you say? I am a survivor of gov sponsored trauma based mind control experimentation that took place throughout my childhood. In 1997 as an adult I was made aware of organized gang stalking & psychotronic weaponry with assault on my life which continues to present day. This is a continuation of MKULTRA programs. The world was made aware of MKULTRA & did not respond appropriately resulting in the growing number of victims targeted today. MKULTRA exposed did not reveal the full scope of these programs but did reveal the inhumane capabilities of entities within our govt's. Now people are still having a hard time believing that this covert war is taken place today. It never ended, its just being perfected & now includes targets that do not share my past.
Many of us targeted by this are working towards ending it, not just for ourselves but for everyone. We know the devastating force of this technology & the dangers of group cultic mentality that are behind this. We need everyones help.
I would also offer to Targeted_PA and Bonnie, understand that it's well known OS is applied in stages, and not every person experiences the same tactics as others. You may not be in a physical position to be on the end of any high tech harrassment- yet. A good rule of thumb would be if you can confirm it's technically plausible or there is a record of someone experimenting with it, don't discount it's possible they are now using it.
At the very minimum consider it's undeniably self centered to think because it doesn't happen to you it can't be happening to others- think how your own story sounds to the general public, and never forget our plight as individuals will likely not advance if we do not advance as a group.
We all search for answers to questions no one seems to have. This may leave us grasping at things we see on the internet that conveniently fill a gap in the unexplainable. Always separate the facts on your own story with the beliefs you adopt of others.
I’m open to the suggestion of e-torture, I’ve researched some of the mobile and portable weapons that can carry out some of the scenarios. But when I hear of people suggesting that cell phone towers and satellites are targeting them for this torture, I have a hard time believing them. Even the weapons that we know about such as the pain ray are limited in their application. While I understand that the military industrial complex will conceal a great deal of their technological abilities, something on the scale of what some complain about would be impossible to conceal. Further, it seem as though those who complain mostly of the stalking don’t complain about e-torture, and those that complain about e-torture don’t complain about the stalking, this leads me to think that we are merging two conspiracies together. Maybe there are people who are having these weapons tested on them, but they might have little to do with my suffering of the suffering of the majority how complain of gang>
....stalking. Ultimately both groups would want to achieve the same cause, but I’m not sure if merging the two would be the wisest approach. It almost seem like both conspiracies are believable standing alone, but not very believable when you merge them together.
Targeted-PA, the accusations of cell phone towers as a vector for e-torture appear to be coming almost exclusively from one highly vocal individual - and passed on by a few gullible followers.
I also think the satellite theory has problems but I'm still learning about this.
As for why people complain about one aspect instead of others, maybe some aspects are a bigger deal for different people. It is definitely the case that they find out what gets under your skin and use that as much as possible. In my case I see the high tech aspect as the smoking gun, so that's what I focus on. But I've seen it all.

We need to attack the most credible accusations first. If the straight OS is exposed, it may help others, as well. If not, then victims can push for further investigation. The high level US Gov bureaucrats funding this program, and their in-house lawyers who signed off on it should be brought to justice at modern Nuremberg-style courts. Sometimes I think that "the e-torture crowd" is the big lie hiding the truth that is "organized stalking", but who knows. How true, if you think about it just how do intellience agencies stay covert in the internet age? Organizations like the FBI and Infragard are basically domestic intellegence agencies. One way to hide the “big lie” is to make it an even BIGGER lie, so big that it’s beyond believable. As with organized stalking, on its own it is totally evil, but at disinformation like weaponized cell phone towers and satellites it’s outrageous. So therefore anyone who wants to get some accurate information as to exactly what is going on with organized stalking will not believe any of it. It also serves another purpose, which is to intimidate targeted individuals into delusional thinking that they too will be targeted by these weapons at some point....

Then again I could be wrong, but I can only speak of my own experiences which have been those of death threats, attempts to get me involved in fatal auto accidents, followed my convoys of vehicles, gas lighting, break-in, strange people moving in around me and watching my every move, mail interruptions, my phones are tapped, street theater, defamation of character, attempts to bait me into a physical confrontation that would lead to me being assaulted, staged job interviews by my perps, and blackmail. All these are a covert psychological campaign being conducted against me, I’m an innocent victim of this crime. I am not a criminal, and would be very happy to just sit down and discuss this matter, but my perps want me dead instead. Never had I been attack by any e-weapons.
It is good to see this coming out. This has happened as well to me a local East Providence Rhode Island resident. Local police, FBI and others are involved and supressing this program from being exposed. My targeting actually started from my attempts to expose a staged false arrest and attack by local police. In essence it is a kind of liability control. I think this is why others seem to be whistle-blowers. I think it amounts to criminal public officials attacking those who could expose there crimes.
In a report by the Justice department it was discussed how non-lethal weapons leave no evidence an can be a useful tool to eliminate liability. This also means they can torture at will and undetected to silence free speech. It might also be noted that the FBI stopped having their whistle-blower parade. What now seems like a move against whistle-blowers and supressing all attempts to expose government corruption.

Just a couple of remarks. First, there are multiple pages to the comments section and the last page has the first comments, where most of the good testimonies are.
Second, the author of the article asked for comments from targets who were familiar with these weapons. Not for comments from targets who want to deny them.
Third, I want to point out, for the benefit of targets who aren't aware of advanced tech being used on them *right now*, that they usually won't know about it until much later.

I have no doubt that the U.S. covert agencies have directed energy weapons that they are attacking American citizens. If you start hearing voices, don't automatically assume you're crazy.

Abstract
A method and apparatus for simulation of hearing in mammals by introduction of a plurality of microwaves into the region of the auditory cortex is shown and described. A microphone is used to transform sound signals into electrical signals which are in turn analyzed and processed to provide controls for generating a plurality of microwave signals at different frequencies. The multifrequency microwaves are then applied to the brain in the region of the auditory cortex. By this method sounds are perceived by the mammal which are representative of the original sound received by the microphone.

I'd like to know what your personal experience has been with these weapons, are your targeted by them? Tell us what it's like? I find you somewhat credible, are you saying you've been targeted by microwave, and ELF weapons as well?

I don't know if I would call them "ELF weapons", but yes, I have experience with those. The overt use of microwaves and more advanced technology against me started in early '08.
Microwaves have been weaponized for decades. Whatever this other stuff is, is new to me... but it's obvious that it's intelligently controlled. And it's designed for state-to-person warfare. Why not use it on people who have been targeted for destruction? It's not like anyone's going to believe them.
The tactics used against targets are designed to discredit them. Nobody believes the tales about armies of informants being turned on targets, and the advanced technology (if the target even talks about it) just kind of seals the deal in the public's mind.
