The Annie Le murder has given us recent cause to discuss the option (or mandated lack of one) for armed self-defense, particularly by females. That in turn reminded me of a piece I wrote three years back about advice from the Illinois State Police on personal defense. For background, understand two things:
The Illinois state Bill of Rights promises “Subject only to the police power, the right of the individual citizen to keep and bear arms shall not be infringed.”
Square that with Illinois being one of only two states with no provision for concealed carry by "ordinary" citizens (some claim a loophole, but there are personal legal risks carrying serious criminal charges). I guess that's what they mean by subject to police power. You're a subject and you're in their power.
So what do the Illinois State Police suggest a woman should do? Here's a link to their website, just so you can see for yourself I'm not making this stuff up.
They tell us fighting back may "cancel any other options," since your attacker may only wish to "degrade and humiliate" you.
How? Rape? About the only thing more degrading and humiliating than that is being helpless when they drag your child into it. You wouldn't want to limit such options by fighting, would you?
They give an unsubstantiated anecdote about "a would-be-victim" [sic] who played the pregnancy card for sympathy, knowing what a cherished and central role fatherhood and unborn life plays in the priorities of predator sociopaths.
Hey, here's an idea! Tell your rapist you have an STD! And hope his response isn't "That's OK, baby, so do I."
Then there's this SUPER defense tip-- Vomit! Do something disgusting involving bodily fluids! And in their words:
Use your imagination and you can think of others.
For instance, I suppose you could BLEED!
But here's their most important tip:
Use of a firearm to protect yourself or property is not recommended.
Oh, Heavens, no. Besides, you're not an Illinois "Only One."

Life, Liberty, and the Pursuit of Happiness. These inalienable rights existed long before Illinois was even and idea. They form the basis of our culture and codify our inherent right to defend ourselves, communities, and country against any and all threats and trump any effort by any dictator (Daley, Bloomberg, and others) to undermine that effort IMO. Americans need to be reminded of that fact everyday, and not fear it.
Yeah, in Illinois, you're subject to the police power alright. This is why I left that hellhole and moved to the Commonwealth of Kentucky, where I OPEN carry, thankyouverymuch.
Actually, when I think of the state of Illinois, it makes me want to hurl. Then I think of nearby Missouri, and I hurl anyway.
If you can believe this, that advice from the Illinois State Police is actually an IMPROVEMENT over what they once said--they have removed a couple statements that would REALLY induce vomiting:
"Use of a firearm to protect yourself or property is not recommended."
And:
"Half of all the women that fire a gun trying to protect themselves shoot someone they do not want to, i.e. friend, neighbors, relatives, etc."
I would LOVE to see the source of that statistic--perhaps we know why they removed that statement.

Illinois has a much, much bigger loophole, one that should disgust everyone: Make friends with the elected county coroner and have him appoint you as a deputy coroner. It can be an unpaid appointment and you never have to deal with a body - but as a deputy coroner, you get a badge and gun without even having to go through any law enforcement training!
Maybe they don't want to risk losing a bunch of rapist cops to armed women.
Re: the deputy coroner thing. You can also get elected mayor of BFE population 50 and get to carry as the chief LEO of the town.

This scenario sounds like something from the onion.
And this information comes from the folks who have no legal duty to protect any individual woman from a rapist - even if she dials 911 while it's happening. But these people are "experts." I've noticed that the police always hurl vomit as a defensive technique. Right?

The nice thing about being a self-anointed anti-violence expert is that you may also use the job title "Ground Squirrel Behavior Analyst"; not only would you be fully qualified to speak on the subject, but you could also do a search-and-replace in your Powerpoint presentations and replace the word "victim" with "chipmunk".
Right, and then the victim gets charge with "assault with a bodily fluid."
What in the hell is wrong with the state of Illinois? It's not just that Chicago is the epicenter of corruption in the U.S. but the entire state is suffering from co-dependence on a massive level.

The Stockholm Syndrome is the only psychological disorder/defect that I can think of that might even come close to explaining why such a large percentage of Illinois's population continues to be willing victims even though the solution to their problem is obvious to the rest of us.
I also believe that the corrupt political system profits both financially and politically from a high crime rate. The more crime that exists the more money the politicians can demand from people for "protection money". Too bad the people who are supposed to be doing the protecting are contributing in no small measure to the crime problem.

Please note that on page 9 is the following exemption:
(3) Licensed hunters, trappers or fishermen while engaged in hunting, trapping or fishing
Yes, you can be legally armed while fishing, concealed or open carry. Most Illinois police officers are ignorant of this. The Illinois DNR are aware of this exemption.
This booklet on Illinois Gun Laws used to be on the Illinois State Police website, but they removed it.
Mayor Daley challenged the laws regarding transporting firearms, but did not get the law changed. He was told that if they changed the law to make transporting a firearm this way illegal, there would be no way to legaly transport firearms. I'm sure that would have been just fine with the mayor.

You're assuming possession of a valid hunting/fishing license and engagement in same. I'm trying to see how that applies to the situation I'm discussing here.
Illinois Voter, the FOID card and all those absurd requirements represent a flagrant violation of the 2nd Amendment and open harrassment of law abidding gun owners. Who else but law abidding citizens are going to be crazy enough to follow such convoluted ridiculous rules, certainly not the criminals! You need a FOID card to possess ammunition?!?! That's absolutely crazy!!!
I'm hoping that the upcoming US Supreme Court case to decide once and for all to incorporate the 2nd Amend. into the 14th Amend. will put a leash on the likes of Richard Daley and Bloomberg and fully restore the 2nd Amend. to the rightful place it belongs.
Joshua, Your right. Illinois is messed up and significant examples of restrictive legislation go back to the 60's. Some of it political, some racial.
1968 Illinois introduces the FOID and registration to Illinois gun owners. Think of the issues in the era.MLK, the panthers, weathermen...
1982 Chicago bans possession of handguns.
1994 9/13 The Nation passes an AW Ban
2004 9/13 The Nations AW ban Expires after 10 years (dropped as ineffective)
2008 6/27 The Supreme courts voids D.C's restrictive laws. The 2nd amendment is clearly the "Right of the People" (Heller wins!)

Its about Chicago area politicians strangle hold on the rest of the state. Power, bribes, and lawsuits are the only things they recognize using fear and control.

Restricting gun rights is a Daley family legacy from Richard J. to Richard M. down. Chicago's politicians have found it an easy to pass "feel good"laws to make house-wife's feel safer, rather than make it hazardous to be gang affiliated. Its amazing all these "school aged children" that are getting shot in Chicago but rarely the news media notices things like:
1. Murder is illegal
2. minor having a gun is illegal
3. shooting out of a car is illegal
4. improperly handling a gun is illegal
5. concealing a firearm is illegal
6. purchase of said firearm was illegal
7. if gun was not purchased, it was stolen, aka illegal
8. Prior assault conviction bars the 17 year old from possessing a weapon.
Somethings broken, it seems to be the mental process of Northern Illinois legislature that thinks Gun Control automatically equates to crime control. 41 years of Illinois gun control, How about some Crime control for a change?
But wait, if you are an elected Chicago Alderman (one of the chosen few), you are exempt from the city's handgun ban. It's pure unadulterated corruption IMO. How Chicagoans allow this kind of blatant injustice to go unchallenged is unfathomable to me. I'm thinking Stockholm Syndrome may have something to do with it.

If youre on a trip go around Illinois, dont spend your money in Illinois and if you are forced to drive though our state, your guns must be unloaded, encased and out of reach
David if someone can get out the word the anti-gunners in Illinois are going to try and pass a whole bunch of gun control during the fall legislative session of the General Assembly.
