ISP self-defense advice for women (part two): resistance is futile
In September, an open letter from the Chicago Gun Rights Examiner asked Illinois State Police (ISP) Director Jon Monken to take action on a bizarre web page maintained by the ISP. Entitled "If You Are Confronted . . .", the page outraged many Illinois gun owners by advising women confronted with sexual assault to avoid owning or using firearms, to avoid fighting at all costs by using such odd strategies as vomiting on themselves, pretending to be pregnant, or claiming to have venereal diseases. The page even seems to imply that using weapons that can legally be carried in public in Illinois, such as pepper spray, knives, or flashlights, should be avoided, saying that what a woman really ought to use to defend herself are rat tail combs, keys, and "straight punches." In fact, the advice on the page seemed so outrageous that your Chicago Gun Rights Examiner predicted that it would soon be erased and disavowed as a mistake. That, however, was years ago, and in the intervening years it has become clear that no one at the ISP was interested in removing or significantly changing the offending page.
But when Rod Blagojevich was removed from the Governor's office early this year, one of Governor Pat Quinn's first acts was to appoint outsider Jon Monken as Director of the ISP. Monken, who still has yet to be confirmed by the Illinois Senate, seems to be making an effort to show evidence of change within the State Police. In early November, he offered a response, promising to carry out a "comprehensive review" of the entire ISP website. That would be an excellent idea. Chicago Gun Rights Examiner will be checking in from time to time to monitor the progress of the promised review. In the meantime, readers may notice that the Director has included contact information for the ISP's Control and Arrest Tactics Coordinator, Special Agent David Wolf. If you contact Special Agent Wolf or Director Monken, be sure to be courteous.

A firearm will deter a rapist faster than a comb or vomiting on them!
Ask that the Illinois State Police support a good *shall issue* carry law, like the Illinois Sheriffs, Illinois Farm Bureau and the City of Peoria have done.

I just received an interesting email from Townhall.com regarding Sec. of State Clinton announcing the Administration is working to pass a new "UN Small Arms Treaty." If you haven't seen it, I can email you it. It sounds like another big government ploy to shred the Constitution in favor of world government; this ploy specifically designed to curtail our Second Amendment rights. Thought you might be interested.
The Illinois State Police, as an agency, has taken on the political philosophy of Chicago Democrats, in that they do not support concealed carry for private citizens. There are many individual ISP officers who do believe in and support the 2nd Amendment, but the culture at ISP seems to follow the Illinois political winds, and these days that means anti-gun. Hopefully this will change when Mayor Daley goes down in flames fighting the lawsuits following the Heller decision. Only time will tell. Lastly, Monken could have been a breath of fresh air, but he is relying on the "empty holster admin types" for advice and the situation and morale at ISP is still falling. He is not a true leader, in spite of his West Point education.
Tim, other Gun Rights Examiners have done good work on that topic. The Heller decision closed off some avenues of attack, but it's like squeezing a balloon to try to stop anti-gun politicians. Bar the door and they climb in the windows.

Dave, I think you've hit the nail on the head there, but I've been trying to catch more flies so I'm putting out honey. Readers can check out IllinoisTimes.com and look for Dusty Rhodes' column on Monken's first couple of months for a good perspective, or just read the "ISPeeved" blog at blogspot for the frustrations from anonymous troopers.
I received a reply back in July 08 from the ISP after I notified them that a transport pdf still had George Ryan's name on it as Governor of illinois. Mind you that he served as Gov. between 1999-2003 then the investigations were being looked into and he was finally convicted in 06. The ISP finally did remove it and update it.
