Part II of a series of investigative articles on the Obama administration, the United Nations, and unidentified flying objects (UFOs) and extraterrestrial life
As we covered in Part I, U.N. General Assembly Decision 33/426, 1978 concerns the "establishment of an agency or a department of the United Nations for undertaking, co-coordinating and disseminating the results of research into unidentified flying objects (UFOs) and related phenomena."
This U.N. Decision is one of the first formal and explicit expressions about extraterrestrial life and unidentified flying objects (UFOs) on record in international law.
In it, the U.N. General Assembly (UNGA) envisions establishing a system whereby the 192 individual U.N. member nations, such as the U.S. or Brazil, can coordinate their own national systems of research and investigation into unidentified flying objects (UFOs) and extraterrestrial life. Each nation can then report its own research and findings to the U.N. Secretary General, and eventually to a U.N. agency on extraterrestrial affairs that would be established as a planetary resource, operating under international law.
In diplomatic language, UNGA Decision 33/426 functions as a “confidence building measure,” allowing U.N. member nations like the U.S. which have maintained a public embargo on its secret files on unidentified flying objects (UFOs) and extraterrestrial life to feel more secure in making these files public, by doing so in coordination with adopted public policy by its allies and U.N. member nations.
In an ideal world, a U.N. agency on extraterrestrial affairs can coordinate research and public policy about unidentified flying objects (UFOs) and extraterrestrial life at a planetary level – presumably the level at which extraterrestrial civilizations themselves might openly approach human civilization.
The United States, extraterrestrial life and international law
Whether the United States will acknowledge that is it bound by international law in matters of relations with extraterrestrial life and UFOs remains to be seen.
In fact, the United States historical record on adherence to international law regarding UFOs and extraterrestrial life is dismal, starting with its covert and dirty-trick-filled opposition to the original adoption of U.N. General Assembly Decision 33/426 in Dec. 1978.
Sir Eric M. Gairy, Prime Minister of Grenada, who proposed UNGA Decision 33/426, was subsequently deposed by a U.S. CIA-sponsored coup in Grenada, while Gairy was meeting in New York City with U.N. Secretary General Kurt Waldheim about the implementaiton of UNGA Decision 33/426. Some research even states that the 1983 U.S. illegal invasion of Grenada during the Reagan administration was in fact a cover operation to retrieve the body of an extraterrestrial that Gairy had in vitro for scientific examination at the Grenada medical school.
UFOs & extraterrestrial high drama at the 2009 U.N. General Assembly?
If Barack Obama as U.S. President were to order disclosure of secret U.S. extraterrestrial and UFO files, to whom would he disclose these and in what context?
The most responsible, visionary, and planetary-oriented release of U.S. secret UFO and extraterrestrial life documents by Obama could well be to the United Nations, in a public fulfillment of the intent of UNGA Decision 33/426.
President Barack Obama, Secretary Hillary Clinton, and Miguel D’Escoto Brockmann, the former Sandinista foreign minister of Nicaragua (1979-90), who is the President of the 63rd U.N. General Assembly could well converge in high drama at the U.N. General Assembly around the issue of release of U.S. secret files on unidentified flying objects (UFOs) and extraterrestrial life.
President Brockmann is no stranger to difficult international law battles with the United States, and is a "veteran statesman, politician, community leader and priest, Father d’Escoto served for over a decade as the Republic of Nicaragua’s Minister for Foreign Affairs, a post he held from July 1979 until April 1990. During his tenure, he played a key role in the Contadora and Esquipulas peace processes to end internal armed conflicts in Central America in the 1980s. Also at that time, he spearheaded his Government’s decision, in 1984, to bring to the International Court of Justice a claim against the United States for supporting military and paramilitary actions against his country, with the Court subsequently ruling in favour of Nicaragua."
This reporter recently spoke with the Ambassador Norman Miranda, President Brockman's Chief of Cabinet regarding implementation of U.N. General Assembly Decision. In conversation, Dr. Miranda stated that President Brockmann's office would be very willing to go forward with the implementation of UNGA Decision 33/426 if a member nation such as the United States were to begin to cooperate formally with the U.N. Decision, sponsor a new resolution for its implementation, and begin releasing its files as a role model to the world.
What are Barack Obama and Hillary Clinton waiting for?
The U.S. and its allies are not the only stakeholders at the United Nations on the issue of unidentified flying objects (UFOs) and extraterrestrial life. There are reports that U.S. Naval Intelligence and other intelligence agencies may be undertaking a clandestine, activist, and chilling role at the U.N. on unidentified flying objects (UFOs) and extraterrestrial life which could bring them in direct collision with the transparency policy of Obama administration itself, and with the growing unaligned block of nations exemplified by UNGA President Miguel D’Escoto Brockman.
There are other important stakeholders in the mix. One key stakeholder is the people – the human community in each of the 192 member nations of the U.N. Public opinion polls like the 2002 Roper poll show that public opinion may be have more progressive attitudes towards unidentified flying objects (UFOs) and extraterrestrial life than do the governments and officials which represent them at the United Nations.
Some respectable branches of political analysis sees the United Nations Security Council, for example, as an institution now infiltrated by a long term strategic plan for establishing a global police state known as “friendly fascism.” From this view, the issues of unidentified flying objects (UFOs) and extraterrestrial life could be manipulated by major powers of the United Nations, such as the United States, the U.K., France, and others, to usher in such a new world order.
Other key stakeholders are the possible extraterrestrial civilizations themselves. Whom do the extraterrestrials want to deal with when it comes to open public interest diplomacy? The answer may depend on which extraterrestrials we are referring to.
There are reported extraterrestrials that may have entered into secret technology transfer and genetic farming (abduction) agreements with the
U.S. government in the early 1950s. There are other extraterrestrial civilizations that have reportedly shut down U.S. nuclear missile silos, and shadowed U.S. Air Force planes carrying nuclear warheads for recycling from U.S. military overseas bases.
And to make the issues more complex, there is evidence that some unidentified flying objects (UFOs), such as the March 13, 1997 Phoenix Lights, may be extraterrestrial in origin, and other unidentified flying objects (UFOs) may be what are termed “alien reproduction vehicles (ARVs)”, retro-engineered from downed or loaned extraterrestrial craft by military-intelligence black budget units.
The existence of alien reproduction craft and associated advanced information technology for replicating “a virtual alien invasion” and the potential of “Treaty” extraterrestrials under some sort of extra-constitutional agreements with the U.S. government is a significant danger for any future “extraterrestrial disclosure” by the U.S.
As we shall see, an “alien false flag invasion” is a potential threat to planetary civil liberties, that could be manipulated by major U.N. powers to usher in a new era eradicating domestic civil liberties, and human rights as expressed in the U.N. Declaration of Human Rights.
We now learn that a senior Obama White House official, John Brennan, Deputy National Security Adviser for Homeland Security, in a September 30, 1993 memorandum entitled “Requested Information on UFOs" for Richard Warshaw, Executive Assistant to the Clinton administration Director of Central Intelligence, "found almost no documentation on Agency involvement with UFOs in the 1980s." This is prima facie evidence that Obama administration may be controlled or infiltrated by perpetrators of the UFO and extraterrestrial disinformation cover-up.
What can we expect during the Obama administration?
♣ Transparent disclosure of unidentified flying objects (UFOs) and extraterrestrial life?
♣ An “alien false flag invasion,” carried out by black budget military-intelligence units in the same way that the reported False Flag attack of September 11, 2001 was carried out?
♣ Extraterrestrial disclosure carried out by informed citizens groups and experts in official public venues and on the media throughout the earth? The end of earth's planetary quarantine from a universe society of intelligent civilizations?

I think there's a lot that could happen, though I seriously doubt NASA would want anything to happen. They have hundreds of millions invested in finding life on other planets and if an alien drops out of the sky and lands in Central Park to walk out the front door of the craft waving to the people, they'd be very upset. Of course, presentation is key in how to make this happen. If the aliens know us at all, the key is to be funny when they first show up. Wear a t-shirt that says, "Sh!t Happens", would be an effective way of making people laugh rather than grab their rifles.
As far as a false flag operation pinning it on aliens, you're assuming that the aliens would let something like that go down in the first place. If they are out there watching everything we do, then they are far more advanced than we are, and wouldn't allow themselves to be slighted like that. If anything, I'd love to see a potential false flag operation happen and have it defeated by the actual aliens, effectively putting these black programs in their respective places.
I honestly hope for disclosure. I think the world is ready for it. I think we're looking for that next great thing, and if we can get that from other civilizations that come out of the sky and help us fix everything we've managed to screw up, I see that as a benefit.
As the U.S. representative for the only scientifically proven, still ongoing UFO contact case, allow me to say that this political/"exopolitical" silliness just demonstrates why we're stuck regarding this issue. The whole focus on bureaucratic protocols and "political" procedures, as well as this nonsensical talk about "relations with extraterrestrials", is a distraction that perfectly lends itself to abuse, disinformation and manipulation.
We don't have any relations with extraterrestrials. they aren't walking around, working for any governments, hiding out in Area 51, etc. nor are they in contact with anyone...with one exception. As a matter of fact, just reading this article, liberally infused with all sorts of official sounding names and terms, is in itself, a perfect example of the form over substance machinations of those members of the so-called "UFO community" who fancy themselves to be not only extremely knowledgeable but actually qualified to pontificate on these matters.
Take this gem, "Whom do the extraterrestrials want to deal with when it comes to open public interest diplomacy?" which posits a couple of daffy notions. First, they've already answered that question by maintaining contacts with one man...for the last 67 years. Secondly, it's any form of "diplomacy" - a fancy human word for "lying" - that they have specifically eschewed...and warned us against perpetuating. Since when was telling the straight, simple truth so difficult? Rhetorical, of course, it's human history and while our author here is concerned about official obfuscation, he wants to perpetuate it through..."diplomacy".
And do we even need to point out that spreading unsubstantiated tales about "extraterrestrials that may have entered into secret technology transfer and genetic farming (abduction) agreements with the U.S. government in the early 1950s, etc." is just more of the conspiratorial, tail-chasing disinformation and distraction that we're supposedly trying to get rid of?
Now, all of that being said, of course uncovering the truth about the UFO phenomenon - and the REASONS behind it - are very worthy goals. But since the Meier contacts are not only still ongoing in Switzerland but the INFORMATION they've been providing to Meier - for nearly 70 years - is being corroborated again and again, such as Meier scooping NASA - by 32 years! - regarding the discoveries of water, hostile environment and life on Mars by 32 years. Please note what I have said and check it, for free, nothing to buy or believe.
How's about the earthquake in China now being tied to a huge dam there? Well, Meier published warnings about that, and other causes for the still coming mega-quakes, in 1951 and 1976, as well as more recently. Again, go check it out. And check out the warning about a mega-quake and tsunami that will hit off the coast of Oregon...as well as numerous other, and some still possibly avoidable, events.
Now, there will be plenty of (usually anonymous, always unqualified) people who will trot out the old noise about a Meier "hoax" and, naturally, be completely unable to substantiate it. But what's important is that each interested person determine - for themselves - whether the Meier contacts are the biggest, most impenetrable hoax, or the most important story in human history. There's really nothing in between.
And maybe, just maybe, the good folks at "exopolitics" might like to be among the first to investigate and publicly declare their position on it, for what it's worth.
Excuse me, but, under the section above labeled: The United States, extraterrestrial life and international law, and the first sentence of that section, HOW can it be possible that the United States compliance to this particular "LAW" even BE Optional?
How can our nuclear war fighting elite break the news to you all that the ET are not only real, but that the ET had contacted government officials even before the first nuclear weapon exploded.
In 1944 Our newly minted nuclear war criminal wannabees chose to use nuclear weapons on humanity. They refused to seek a new world order, one of Peace. The driving force behind the continuing attempts to set the world on fire may be only a relatively small number of nuclear-armed criminally insane people. Possibly as few as 1700 people placed into humane institutional care, and the human race will be out from under the shadow of nuclear destruction.

First, let us clarify a concept. The UFO people is not in Exopolitics.
UFO people tries to solve the big UFO enigma: who or what is behind the Unidentified Flying Objects.
Exopoliticians say, for example that the Irak Invasion was motivated for the need to control an Alien Stargate in that country. (see Dr. Salla paper concerning this).

However, if we must believe Horn that the exception is the "contactee" Maier, then we are forced to think that the "extraterrestrials" are wasting their time, even if they have a lot of time to waste.
In other words each one of the Exopoliticians, Gurus and contactees have his/her own extraterrestrial mythology.
What they don't have is EVIDENCES.
We can expect, perhaps that in some moment, this or any other Administration will (again) recognize that 90 % of UFO sightings have a natural origin. The rest 10 % remain UNIDENTIFIED, but these UFO are not considered a security threat.
Of course, the Obama Administration must solve thousands of very human problems before talking of UFOs.

What respect should you be given if you cannot even know the difference between the island nation of GrEnada versus Granada: a city is Spain (and also Nicaragua). He has presented over 1,200 clear, daytime and night time UFO photos of up to 8 crat in a frame
He has presented 8 daylight, UFO films and one video
He has presented four separate sound recordings of the ships
He has presented metal samples that were analyzed by MULTIPLE parties
He has presented over 24,000 pages of information, and abundant amount of specific, scientific and world event related information (such as is freely available from my site)
To date, all of his physical evidence remains irreproducible
ALL skeptical challenges have been defeated
The truthfulness of the above claims can be determined for oneself, it simply requires a bit of research, logic and clear thinking.
IF what I say is true, one may begin to understand for themselves what a colossal waste of time all this blathering on about "lights in the sky" and non-existent "aliens among us" is. As a retired airline training Captain with multiple IFO sightings,a visit to Billy Meier and studying his works, I agree with the 6 investigators who spent 5 years on and off with Billy, trying to debunk him, but ending up confirming his over 130 then contacts. They published Light Years, by Gary Kinder, describibg their inestigation. Rod screaming fraud, period, maybe a govt shill or an ostrich with his head buried, so please explain the fraud.

Another words, you visited Switzerland 10 times in 9 years in order to see just UFO documentaion of Meir and other principals, but you are not interested to see real UFOs in NJ, which is much much closer than Euroupe. Can you explain that ?

Hi Ilya, Yes, I can explain that.
I have no need to go to NJ, or Switzerland for that matter, to see UFOs. I've seen UFOs in Arizona, Hawaii and California and, in addition to most UFO sightings probably being of terrestrial, secret military origin, they are the LEAST important aspect of the case.
If we have been visited by ETS in UFOs there's obviously a REASON for it and that reason ISN'T to provide entertainment for us in the skies.
The reason is contained in the 24,000+ pages of information, much of it provided by the ETs and published by Meier. The UFO element, interesting as it may be, is at this point a distraction, it isn't the essence of the matter.
When you read all of the material, freely posted at my site and others, you will see what the government and other parties REALLY don't want you to know.
All of this chasing after UFOs and imaginary ETs supposedly lurking in every corner of the planet, abducting people, etc. is nonsense to keep people DISTRACTED from our real - self-created - problems.
And you can be sure that NO ETs are coming to save us, give us more technology, etc.

When I write or talk about UFO I mean AFO - Aliens Flying Object or Aliens's spacecraft or ETS.
By the way I never write books or articles if I am not sure 120%. The same applies to my article
about ETS or AFO. I have more than enough education to make the difference between UFO and ETS
(see my articles about Einstein's special theory of relativity and etc.. on my web page).
I thought that word UFO will not bring any confusion in my descriptions of ETS and it did.
What I see in the sky 24/7 every day is not weather phenomena, balloon or military project.
If you have read my article "Aliens live in our Earth's atmosphere" and saw my drawings of Aliens
spacecrafts, you will understand at once that we deal with extraterrestrial beings. In addition to that I have every day visual contact with them. Normally they stay in one place in the sky, but as soon as I look at AFO it starts to move in my direction with the accelerated speed from 0 to 100 miles an more per second,no matter how far it is located from me, but if I wave my hand to them they begin to zigzag in my direction and stop right over my head.
Another words they communicate with me by using so called "body language"(zigzag movement), that they happy to see me again, like a dog wiggle his tail to show that he is happy.
Sometimes when I look at AFOs, they by their movement describe in the sky letter S, the first letter
of my Last name, from here follows that they can read my mind at such distance or intercept my communications on internet.
I know that what I discovered in my article is beyond human's imagination, that is why I offer people my assistance to locate AFOs in the sky first time, after that everyone can spot them without my help.

1. I am authorized by Meier to represent him, thus, not "self-appointed". I do my best to represent his information and views and I also express my own, which I shall be careful to point out as such.
2. You'll find that Meier preceded Gore re global warming by oner 50 years. And you'll also find some very comprehensive histories of human life in the universe,a s well as its previously unknown histories regarding life here, in the Meier material.

What the reason you are talking about ?
They live in our Earth's atmosphere for thousands years without bringing any harm to people. To observe AFOs in the sky it is not only entertainment for people it is also original source of our knowledge about Aliens, their technology, their economics and so on.. Once we officially recognize their existence, we have to recognize many other things as the result of this fact.
1. The existence of free energy that they use to fly between stars.
2. People can live without wars. (AFOs never attack each other and they never tried to conquer our Earth).
But those conclusions create conflict of interest for government of developed countries including USA. That is the main reason why governments try to deny ETS existence. There is no need to read 24000 pages to draw to that conclusion.
Knowing about existence of free energy people will ask statesmen why we don't concentrate our money resources to the research and the development of this free energy instead of depending on oil, nuclear energy and etc. And the answer is no, because this policy will destroy the wealth of those who control the sources of energy: oil, coal, electrical energy and so on. But nobody can stop progress and eventually this will happen: people will learn the secret of free energy. But who knows in what condition our Earth will be at that time.
The 2-nd conclusion is If AFOs are peaceful and not aggressive it is mean that they don’t have social and economic problems. They're selling their hypothesis, their view, their hope, their product: and thats about it. By persuading you, you're engaged enough to stay interested, in their "compelling" infotainment. This is the majority of what exopolitics really is. Its infotainment, more stimulation and human speculation about a situation which most pro-Intervetionists know very little about. How could they, they're stuck here on the surface of the planet looking out into space, they're part of the phenomenon, they're not able to witness the true ET activities from outer space, if they did they'd change their views in a heartbeat.
Most of these apologists and new age fans of the ETs need a real change of heart. People are making this be what they want it to be. Thats why there are so many apologists and advocates for the Intervention, and so few critics, especially critics such as myself who advocate human empowerment, human potential, and human self-sustatinablity by preserving the irreplacable environment and its life sustaining resources that must be maintained if we're to have any hope of living on our own, without manipulation from races from beyond.
Therefore, check out renseDOTcom and his work, but make up your own mind, exercise discernment, patience, and see what your gut reaction is to this phenomenon over time. Don't make up your mind just because someone else told you what they want you to think. 02/13/09. I live in Monterey, the seat of the New World Order. In October of 2007 Ed Grimsley met me here. We each had a pair of his 3rd generation night vision goggles. Within 1 hour I personally saw 4 groups of soundless space craft flying low enough that I could make out their shape and structure. They looked like delta triangular paper gliders with a tail section. They wre about 1/2 inch in size looking through the night vision which had a magnification factor of only 3. Their speed (estimate 40,000 mph) and performance was such that they looked like they were enveloped inside of a wave bubble. From one horizon to the other they made about 5 30% saw tooth cuts through the air. Their characteristic were best described as surrealistic. I suspect (feel and choose to believe) that these craft were ours. I have seen many other things since and learned many other facts and stories. I have interviewed many astronauts including Edgar Mitchell who was a moon astronaut. He assures us that space is full of life and that Rosewell was a real happening with ET.
My post however is this: The Presidential Briefing Book has been removed from the internet. I have contacted the White house, but get only a generic reply which does not answer my specific question: "Where are the thousands of posts by people like myself who took the time to notify the public and the President (Barak Obama) about the ET presence, and asking for full disclosure."
