Less than a week after a senior U.N. official confirmed that the U.N. Secretariat would hold a meeting on extraterrestrial policy if it were requested by a U.N. member nation, Secretary of State Hillary Clinton’s State Dept. and U.N. Ambassador Susan E. Rice’s offices will not even discuss the matter on the record. On March 18, 2009, Juan Carlos Brandt, U.N. Chief of Advocacy and Special Events stated to this reporter, “If there is one (1) U.N. member state that would ask for a meeting on extraterrestrials, it would take place.” The office of the President of the 63rd U.N. General Assembly (UNGA) Miguel D’Escoto Brockmann, the former Sandinista foreign minister of Nicaragua (1979-90), also has confirmed to this reporter that it would support any U.N. member nation calling for implementation of UNGA Decision 33/426, which calls for coordination of research on “unidentified flying objects (UFOs) and extraterrestrial life.” On March 22, 2009, a U.S. ally, the U.K. Ministry of Defence released over 1200 previously secret files relating to UFOs and extraterrestrial life. On March 26, 2009, when reached by this reporter, neither Hillary Clinton’s nor Susan Rice’s offices nor their spokespersons would comment on the U.N. official’s statements, or on U.S. plans to support implementation of UNGA Decision 33/426.
International community is coordinating UFO/ET secret file release
The international community has begun to release their previously secret files on unidentified flying objects and extraterrestrial life, in ad hoc coordination with the requirements of UNGA Decision 33/426, which "invites interested Member States to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects (UFOs), and to inform the Secretary-General of the observations, research and evaluation of such activities.”
On May 11, 2004, the Mexican Department of Defense released secret Extraterrestrial craft sighting reports. On May 20, 2005, the Brazilian Air Force released classified Extraterrestrial and UFO reports to researchers. Concurrently, Peru and Chile (and other nations) have also released secret Extraterrestrial craft reports.
On March 22, 2007, the French Space Agency announced it was making public its secret files on possible Extraterrestrial sightings at www.cnes-geipan.fr. The New Scientist reports: “Of the 1600 cases registered since 1954, nearly 25% are classified as ‘type D’, meaning that ‘despite good or very good data and credible witnesses, we are confronted with something we can't explain.” On May 2, 2007 the U.K. Ministry of Defence announced it was releasing up to 7200 secret Extraterrestrial sightings files going back to 1967, collected by DI55, a secret unit within the Ministry of Defence.”
A year later, on May 14, 2008, the U.K. ministry of defence released its first installment of previously secret documents. On February 28, 2009, Denmark released 15,000 previously secret documents relating to extraterrestrial life and UFOs.
U.S. is a lone holdout on extraterrestrial disclosure
Thus far, the U.S. appears to be a lone holdout among major UFO/ET-knowledgeable nations on any updated release of its secret files related to unidentified flying objects (UFOs) and extraterrestrial life.
Many reasons have been postulated for this refusal by United States military intelligence to release its secret UFO and extraterrestrial-related files. These range from national security, to a desire to retain a monopoly to secret governmental-extraterrestrial liaison programs, to a desire to maintain a monopoly on ET-derived fuel-less non-polluting energy sources, to a desire to maintain a corporate monopoly on ET-derived trade secrets.
Hillary Clinton has state of the art knowledge of the extraterrestrial presence
During her first term (1993-1997) as First Lady in the Bill Clinton White House, Hillary Clinton served as White House point person for a significant research initiative on the extraterrestrial presence led by philanthropist Laurance Rockefeller. According to documents obtained under Freedom of Information requests by researcher Grant Cameron, Hillary Clinton was present when Rockefeller presented a briefing on “the Best Available Evidence” then President Bill Clinton.
Hillary Clinton and her staff helped draft a letter to President Clinton, which set out a comprehensive disclosure policy on UFOs and extraterrestrial issues, entitled: “Lifting Secrecy of Information about Extraterrestrial Intelligence as Part of the Current Classification Review.”
According to FOIA documents, the Nov. 1, 1995 letter Clinton helped draft “calls for disclosure for all ETI and UFO material being held by the government and makes three recommendations:
“1. UFOs and ETI documents should be given priority in government declassification efforts such as the Presidential Executive Order 12958 issued in 1995.
“2. Requests the appointment of a coordinator for ETI and UFO information inside the government
“3. Requests an amnesty for all military people who might have classified information on UFOs, so they can come forward without fear.”
UNGA 33/426 would deconstruct the U.S.-enforced UFO/ET silence
It is unfortunate that Hillary Clinton is abdicating from her own personal knowledge of the extraterrestrial presence in failing to lead with implementation of UNGA Decision 33/426, and make the extraterrestrial presence official at the United Nations.
Public discourse about the extraterrestrial presence has functionally been prohibited since the 1953 Durant Report of the C.I.A. Robertson Panel, which decreed that any public mention of extraterrestrial or UFO issues in academia, the media or government be accompanied by ridicule.
In United Nations General Assembly Decision 33/426, we have an international precedent and vehicle for “Establishment of an agency or a department of the United Nations for undertaking, co-coordinating and disseminating the results of research into unidentified flying objects (UFOs) and related phenomena.”
This internationalizes the issue amongst the 192 nations represented at the General Assembly, who originally voted to adopt 33/426 in December 1978, despite the opposition of the United States.
Ethical extraterrestrial civilizations & UNGA 33/426
Strategically, UNGA Decision 33/426 provides the trans-national infrastructure for an ethical extraterrestrial civilization wishing to openly engage human society, without the entanglements of agreements with a single nation like the U.S. that in the past has maintained secret agreements with non-ethical ET races that permitted abductions in exchange for advanced weapons technology.
Fundamental U.N. reform including abolition of the Security Council, and the establishment of a constitutional, democratically elected Earth Legislature may cure many of the current infirmities of the United Nations.
Of the current 192 members of the U.N. General Assembly, only one (1) member nations need step forward support implementation UNGA Decision 33/426 and begin humanity’s evolution out of the war economy.

It might help us to get heard if we added the benefit of makign an ET discovery to our argument about disclosure. This is the question I submitted to Obama's town meeting today:
If we ascertained that UFOs or crop circles were coming from another intelligence, we would be one humanity in relation to "the other," which would enable us to best address all the challenges that face us. It is possible that the only thing that needs to happen is for the existing evidence to be taken seriously. Won't you please change the official policy, which, since the Robertson Panel, in 1953, has been to ridicule such things, and instead make a serious examination of what we already know? If there's one chance in a million that it would produce such a massive result, aren't we fools not to pursue that chance?
How are you able to tell which ET races are actually ethical? Humanity does not know enough about life in the universe to make such conclusions. Its obvious the races that perform abductions are unethical, but how can we really determine the motives of races that appear to be friendly? If you consider these questions honestly, you will see that humanity is unprepared for ET contact. If govts are to disclose ET info we should advocate for closing this planet to all ET visitation. That seems to me to be the wisest and safest policy.
Yeah, well it's too late. We Elohim are all you got. We must have told you that about a million, billion times now. Anyway's it already happened. We came, again, we saw, we conquered. Now, I am still here taking care of business and setting up the next 1000 years or so of your world.

It appears that the 50s "Duck and Cover" doesn't just pertain to nuclear weapons being exchanged. It's no wonder that the UFO/ET phenomena stills ranks higher in classification. Where are the Sir Eric Matthew Gairys when you need them? Even BSG, a science fiction program would not broach the subject of extraterrestrial life. If they did so, this might have helped segway the UN to take a more proactive approach. Talk about the prisoners being the gatekeepers....

I have seen the show many times. And yes, I am familiar with its content. However, the issues BSG address are in space. Do we neglect an extraterrestrial presence when we concern ourselves with issues that might arise through intervention of some type?; that type may be of an extraterrestrial variety and would have direct bearing on how we govern ourselves, human relationships and all. We can reduce ourselves in a cartesian model as illustrated by your post with respect to issues that are only of a terrestrial nature. Are UFO and ETs only of a terrestrial nature? This would be tantamount to viewing an elephant up close and not seeing the elephant whole. There is no reason that a sci-fi program cannot broach the subject to enhance the credibility of UFO researchers. This would have been a good opportunity and instead the elephant in the UN was ignored.
As above, so below. Please educate yourself, Tone. The reason for the UN is to have these discussions. BSG would fall within this purview.
How on (and off)Earth do you propose we close the planet to UFO/ET visitors? And if we declare it closed, how do we know those visitors have heard and understood our wishes?(Especially as they're not even officially there. Even if they are there, we're not officially talking to them yet.) Declaring Earth a no-go zone would automatically make any incursion, friendly or otherwise, into a hostile act. A war with an unknown enemy???
What makes us SO SURE this is our planet anyway? We're still discovering new terrestrial species - how do we know that survivors of some ancient civilisation (homo sapiens or otherwise)didn't avoid a catastrophe by hopping off to Mars or the Moon (or elsewhere) for a while. If they'd been at our level or a bit further, technologically, they could have had space travel. They waited till the ice age was thawing and started coming back. Perhaps they went underground... Please, let's find out more about who's visiting before we assume they're enemies. Re abductors - I don't doubt that many people have been traumatised, but look at the way we ring-tag or radio-collar species to study them. Apart from taking genetic material, they could (or some of them could) regard us as an interesting species... They see the mess our planet's in and would like to conserve some of us before it's too late... Imagine if a polar bear turned round and said, Hey! Get that dart out of my foot! And get off my land! I'm disappointed in Hilary Clinton, though. On the other extreme, perhaps it's already too late. The hostile ETs have replaced various heads with cloned copies or activated their 'don't talk about this' buttons. I wish we could know the truth. Maybe it's better not to? We won't know, till it walks up and shakes our hand or bites us.
This came to me from a woman quite versed with the BSG show. I thought this was worth posting in lieu of Tone's remarks about the UN venue not being conducive to bringing up extraterrestrial life, or ultraterrestrial life with regards to BSG.

First of all, you have my permission to pass this on to the participants in the conversation if you wish. I am an observer of the BSG show since its very first episode. The key to understanding the whole series, however, lies in the very last episode and in the very last 15 minutes or so. There it can be seen the Tall Blond #9 and her presumed human counterpart male friend. But at the very end the image of the once assumed imaginary counterparts to both these characters is discovered to be very real and to be beings which are NOT HUMAN OR CYLON but of a more spiritually advanced existential nature.
These counter parts had advisory and observational positions to their living 3D companion counterparts all through out the series. These two beings are representational of the concept thought of as UT or Ultra-Terrestrial in which a being has evolved or exists beyond the simpler 3D/Soul melded matrix of the human being. Now when you look back at the whole of the series the intervention of these beings and of the Universal Creative Source or God is more apparent. So yes the BSG does address ET Contact and Intervention. It presents the difficulties which humanity addresses across both a terrestrial life complex and across a space faring life complex...the issues are much the same only their expression is different, adapted for their difference in environment.
The issues do give new insight which our terrestrial lives have yet to experience...but like our terrestrial existence there are older more advanced beings with interest, concern, and their own agenda who observe and sometimes in very subtle ways assist. The whole of the series takes a terrific depth of examination of the human spiritual condition and its interwoven learning experience and reaction to the synchronistic assistance that is presented for human and cylon use. It examines how many of the same choices in ethics and morality are present in two separate child races who are as sentient beings, pursuing their own versions of the idea of Excellence such as it exists in conjunction with simple racial survival.
I could go on here for quite some time regarding the surprising depth of conceptual exploration which occurs in this series but I think I have spoken enough of it for any individual to return to the series and see it in a new and surprising way. Yes, human rights and suffering issues are a large part of BSG, but so too are some of the largest issues which ufology and exopolitics struggle to present to humanity in a context which eveyone should most definitely be considering at this time. As we venture out from our small blue planet we will encounter many other beings...and in truth they already have great interest in us even now...we only have to pause and consider the little details which we reason away for the sake of lineal logic, with fresh insight and new possibility. Our future is only limited by our fears and ingrained expectations. When you set those aside, even in our most terrestrial moments, new insights are right in front of us, presented for our freedom to choose.
I would advise the UN, and even Ms Hillary Clinton et al to return to the table for that which they left unaddressed. It is too their detriment that the broad and varied concepts of the many natures of Contact go unaddressed. Now is a most opportune time to make these considerations. For it is our introspection to life and human potential that will be the reflection upon which we as the whole of the human race shall soon be judged. Cyrellys

Would someone be so kind and let me have a secure and direct e-mail address for the Secretary of State to tell her that US representations abroad are staffed with to state it mildly crooks & criminals and this organised cannot be as it will -- again to put it mildly --, compromise the country as one knows of crooks and criminals who act in complicity with those within the delegations and no one seems to care.
