President Obama signs Memorandum on Scientific

On March 9, President Obama issued a Memorandum on Scientific Integrity to promote “transparency in the preparation, identification, and use of scientific and technological information in policymaking.” His memorandum instructs Federal agencies to “make available to the public the scientific or technological findings or conclusions considered or relied on in policy decisions.” Arguably of most significance in Obama’s memorandum is his instruction to give “appropriate whistleblower protections” in order “ensure the integrity of scientific and technological information and processes on which the agency relies in its decisionmaking or otherwise uses or prepares.” Obama’s Memorandum makes possible the release of suppressed technological information concerning the UFO phenomenon.
Obama’s Memorandum on Scientific Integrity is the latest in a series of Presidential Memoranda instructing government agencies to be more transparent in their operations and decision making. This series began on his first day in office on January 21 with his memoranda on Open Government and Transparency , and the Freedom of Information Act. His latest focus on Scientific Integrity is ostensibly aimed at redressing the way in which the Bush administration skewed or suppressed scientific facts for policy reasons. In issuing his Memorandum, Obama is indicating that his administration will not skew science or repress technological information for policy reasons.
By giving whistleblower protection to individuals with information about scientific integrity, Obama is making possible revelations of advanced technologies associated with UFOs. Credible whistleblowers have come forward to reveal what they know about the advanced technologies of UFOs. For example, a retired USAF Captain, Robert Salas revealed that in 1967, a UFO hovered over two Strategic Air Command facilities and deactivated at least 17 nuclear minuteman missiles. Salas reveals that an official USAF investigation was ended by an unknown government agency and personnel were debriefed to remain silent. In 2008, the British government released UFO files that included a 1957 report by a USAF pilot, Milton Torres, who was under instructions to intercept and fire his full load of 24 missiles upon an aircraft carrier sized UFO. The UFO quickly disappeared displaying flight capacities far in excess of anything available at the time, or which is even acknowledged today to be technologically feasible. Once again, an unknown U.S. government agency was involved in debriefing the witness (Torres), and instructed him to remain silent.
If Salas and Torres testimonies are accurate, then it appears that official shoot to kill orders were in place for UFOs that have the technological ability to deactivate nuclear weapons. There is evidence that a shoot to kill policy continues to the present using more sophisticated weapons systems. In 1991, a Space Shuttle mission, STS-48, recorded video of what appears to be UFO in space taking evasive action against directed energy weapon fired from the Earth. The STS-48 incident is documented evidence that some U.S. government agencies are involved in efforts to target UFOs.
Based on multiple witness testimonies, advanced technologies are associated with the UFO phenomenon, and this has been suppressed by one or more U.S. government agencies for decades. Obama’s Memorandum on Scientific Integrity makes it possible for the public to learn more about suppressed technological information, and the involvement of different government agencies and corporations. The release of suppressed technological information such as antigravity will do much to restore scientific integrity and become a catalyst for global economic growth. The UFO phenomenon is the key to restoring scientific integrity and eventually the Obama administration will need to directly address this with additional Presidential actions.

The reasons why objects in STS Videos are not ice crystals in front of the camera or debris are as follows:
1) They survive camera zooming and panning. Ice crystals in front of the camera would tend not do this.
2) On many occasions, they appear and disappear, or go from translucent to luminous.
3) They change directions and speeds. Ice crystals cannot do this, it requires internal energy.
4) Various other indicators, the intelligent formation of STS-80 , the passing both in front and behind the tethered satellite in STS-75, the sheer number of them in STS-63
....So if someone argues: "In STS 48 the flash is the shuttles thrusters, then the shuttle moves causing illusion of the debris to change directions". They could argue that, except in other occasions in other STS videos they also move. And in STS 75, they change directions while the tether doesnt. Note that this indicates it is not an optical illusion.

Somehow I suspect, you do either systematicly disinform your audience, or, you do regularly a Mickey Mouse job when you investigate official papers and write your reports:
i) The caption of your article is "UFOs and Obama Memorandum on Scientific Integrity" what creates the impression, President Obama suddenly started to deal with the topic - at least in a scientific context. This conclusion does not hold, since the spirit of the Memorandum in question has completly other goals. (Increased efficiency in scientific knowledge transfer, easier application of scientific findings, openness in communication of scientific findings, etc.)
As you can recognize, all references to the UAP/advanced technology topic have been purged recently from the whitehouse.gov and change.gov websites - what is a rather clear signal to all people of this planet, nothing will be changed, and, America remains a reliable partner of the international community. Thus, your connection of the Memorandum to the UFO-topic is a pure offspring of your fantasy.
ii) Point 1, letter (d) if the memorandum says: "Except for information that is properly restricted from disclosure under procedures established in accordance with statute, regulation, Executive Order, or Presidential Memorandum, each agency should make available to the public the scientific or technological findings or conclusions considered or relied on in policy decisions."
The meaning of this paragraph is, that all dangerous technologies and scientific findings are exempted from disclosure (e.g. these based on applied multidimensional quantum physics, like pulsed plasma fusion, gravitomagnetic force transfer, etc.) Since UFOs [in the sense of unknown objects] are THE protoype of a national security issue [Robertson regulation, 1953] the topic is even explicitly excluded.
iii) As you have already found out, really dangerous technologies are very well protected against FOIA access or whistelblowers by means of compartementalization, avoidance of written records and deposition of files outside the country, and, of coarse by means of intelligence. This policy has nothing to do with conspiracy, black powers that sit on something, but with the simple fact, we have technologies, that are so mindbogglingly powerful, any insane individue could turn whole continents into smoking craters - from off-the-shelf materials and lab equipment.
Final conclusion: The memorandum tells exactly the contrary, what you claim. Hence the proof for my introductory qualification of your article could be fully established.
Unfortunately, as with most other Obama promises, directives, and memorandum, he will ignore it in practice. Where are the scientific papers that were used to make the Embroynic Stem Cell decision? Enough said.

I agree completly. President Obama is very talented calming down worried people - without promising them something or spreading false hopes. Remember, a presidential memorandum has as much legal effects as if you or I wrote it: Zero. That's exactly the reason, why he released a memorandum and not a EO (Executive Order). I guess, President Obama can rely on people like Michael Salla who even color such things with own speculations. (Read my most recent post)
The real problems, President Obama faces are the two wars (and how to finance them) and the current economical depression. Cutting down military expenses or weapons system R&D programmes, or, the release of secret military technologies into the public domain - all these things would not be very advantagous for winning wars. Every day the wars endure, dead soldiers return home - in body bags.
Indeed, and 'Transparency " will let us know why ET are here without authorization, and why thousands of individuals are abducted by these Aliens. Also we want to know who these non-humans are, where they come from and what they want here.
There is no UFO only military vehicles.Anything is possible. But if aliens are earth based or galaxy based ...there is very good chance of the aliens landing in public place. So far none. That means there is no aliens. Period. There are very strange unexplained movement in space. NASA is quiet on this. May be NASA do not want to other countries learn new science laws etc. It is only for US university professors who can research further. Trick is visit MIT and watch all top notch professors experiments. You will immediately know if there is aliens.
