U.S. Army & U.K. MOD Multinational Experiment 3.0, Photo U.S. Army
In an apparent set back for secret official efforts to announce the existence of extraterrestrial life, the British Ministry of Defence (MOD) has just closed its UFO desk. After 50 years of having an official reporting mechanism in place for public sightings of UFOs, a spokesman for the Ministry of Defence stated that the funds could be better used for the Afghanistan war. What is the impact of the British MOD decision to close its UFO desk? Why was such an announcement made now given that only a trivial amount of public funds (44,000 pounds/US$73,000 a year) will be saved on an issue that generates strong public passion? Is this a simple administrative decision on an issue that genuinely involves no national security factor; or a cynical move by a powerful British based national security faction to influence and/or impede coordinated international efforts to disclose the existence of extraterrestrial life?
In a November 1 update to its UFO reporting page, the British MOD laid out the grounds for its decision:
The MOD has no opinion on the existence or otherwise of extra-terrestrial life. However, in over fifty years, no UFO report has revealed any evidence of a potential threat to the United Kingdom. The MOD has no specific capability for identifying the nature of such sightings. There is no Defence benefit in such investigation and it would be an inappropriate use of defence resources. Accordingly, and in order to make best use of Defence resources, we have decided that from the 1 December 2009 the … MOD will no longer respond to reported UFO sightings or investigate them.
Put most simply, the MOD decision was claiming that after a 50 year investigation, there is no legitimate national security reason to continue collecting UFO data. The MOD decision was saying that it could safely ignore UFO sightings given that nothing has been found to confirm that they are extraterrestrial in origin or form a threat of any nature. The MOD decision has sent shock waves through the British UFO community given that official releases of UFO files that point to the reality of UFOs, and their serious national security implications. For example, the British files contain reference to a 1957 incident where a US Air Force pilot received orders to fire 24 missiles at an aircraft carrier sized UFO. He was later debriefed to remain silent.
The MOD decision is apparently related to President Obama’s announcement on the same day (November 1) to increase troop levels in Afghanistan, and to request NATO members to contribute up to 10,000 more troops. Britain announced it will increase its troop levels by 1200 and justified the closure of the UFO desk as a cost cutting mechanism. Given the paltry sum to be saved (44,000 pounds/US$73,000 a year) it should be asked if that is the real reason for the closure?
Recent public revelations by a number of sources have commented on a powerful behind the scenes official effort to disclose the existence of extraterrestrial life. The effort has been traced to February 2008 with secret UFO discussions held at the United Nations that was leaked in an authorized disclosure by a U.S. Navy officer. Investigators, including this writer, have been able to interview the officer and confirm his credentials and high security clearance. The officer claims that he was ordered to disclose the information by an admiral who was part of a covert U.S. Navy working group run by a number of admirals. In addition, a French civilian, with ties to the French military intelligence, also leaked information about the U.N. meetings, and an important agreement reached at them concerning a new policy of UFO openness beginning in 2009. With the election of President Obama, and the appointment of a number of former Clinton administration officials involved in an unsuccessful earlier UFO disclosure effort, and former Navy/Marine officers with information about extraterrestrial life and/or technology, the ground work had been set for a powerful pro-disclosure alliance. U.S. and U.N. Disclosure efforts were considerably boosted by a Vatican based astrobiology conference at the beginning of November that legitimated scientific and religious dialogue about the implications of extraterrestrial life.
If, as written earlier in this Examiner column, official behind the scenes efforts are underway to disclose the reality of extraterrestrial life, the MOD announcement throws up a significant road block. It greatly influences how such announcement will be made and its content. Any announcement that UFOs were intelligently guided extraterrestrial vehicles would now greatly embarrass the MOD. It is therefore not likely that an impending announcement of extraterrestrial life would be in any way linked with the UFO phenomenon. This means that extraterrestrial disclosure is more likely to take the route of an official announcement of primitive microbe life discovered in meteorites, on the moon or Mars, or other planetary body by NASA. Less likely, though still possible, is a possible impending NASA announcement of ancient ruins found on the moon in conjunction with the October LCROSS mission as suggested by long time investigator of NASA missions, Richard Hoagland.
Britain’s MOD announcement appears to be a cynical effort to influence public opinion about the relevance of UFOs and possible extraterrestrial life at a time when such a possibility is being seriously considered by many for the first time. The MOD announcement places a significant road block to any coordinated international effort to disclose that intelligent extraterrestrial life is real and may be visiting earth. What is now more likely, is an announcement that extraterrestrial life has been discovered in a primitive form, and the increased possibility that intelligent extraterrestrial life may be found elsewhere in the universe. Such an announcement would continue to marginalize the UFO movement, and launch astrobiology as an important scientific field. It has been anticipated that when extraterrestrial life would be officially disclosed, that it would be spun in a way that hid much of the truth behind UFOs. The MOD decision greatly influences how disclosure will be framed, and ensures that a minimalist approach will be taken.
In conclusion, the MOD announcement to close its UFO office represents the efforts of a minimalist disclosure faction within official circles, seeking to counter a more maximalist pro-disclosure faction working through the Obama administration and the U.N. to reveal the truth about intelligent extraterrestrial life associated with the UFO phenomenon. A compromise between the minimalist and maximalist disclosure factions, given the MOD decision, would ensure that any impending official announcement of extraterrestrial life would be minimal in scope. Such an announcement would likely be firmly framed as a scientific discussion over proof of primitive extraterrestrial life forms ‘recently discovered’ by NASA or other national space agencies. While such a minimalist announcement will be a disappointment to many in the UFO movement, it will open the door to further scientific debate over the implications of extraterrestrial life. This will legitimize emerging scientific disciplines such as astrobiology/exobiology, and exopolitics/astropolitics whereby the truth eventually emerges about extraterrestrial life.

This is an interesting action taken by the British MOD. Perhaps this might be an egress in which the MOD might not have control or explanations for future sightings or encounters. Like the Air Force hand-off to the University of Colorado studies group on this phenonmena in 1966, the MOD might not have control over what is to come. This is pure speculation, but there appears to be a pattern worth looking at. It also appears that no one wants to hold the bag on this subject and be forced to answer the questions. Moreover, this does not mean that these questions and answers will be denied at the higher tiers of power. It might mean that the public is now being taken out of the loop because things are coming to a head. Many thoughts on this.

Fortunately, Dr. Salla gives now very little time to his always wrong extraterrestrial hypothesis, and more time to New Age Tourism.

I have just completed a book on my own investigation into my own sightings (4th, 10th,11th, 14th, 15th and 25th December 1999, which indicate that the MoD are still covering up the subject. (Based on my own observations and investigations.) This exercise by the MoD is nothing but a whitewash of our recent history.

as in Black-Ops??? I don't know what if anything Mr. Salla knows, but to make the link with J. Goebels is way over the Top!! IMVHO Your points are lost and most would conclude you are a typical Debunker.
Or is this just the public face of it? Britain is financially strapped (aren't we all?) and cutting the "unidentified" desk may be a concession to those who want to pinch every pence. But what if they continue an "identified" flying object program? Britain would be incompetent as a world power to end its interest in non-human craft. It's hard to believe that the nation of Bentwaters and crop circles and black helicopters would just call it quits.
I don't think they would. IF they did, it would be like saying they concede the entire field to larger, more capable nations. France won't drop that ball, so why Britain? To say they see no threat doesn't signify much, in some respects, although it could be an indication of an internal, joint-projects (with aliens?) possibility. But the US would try to shortcut Britain with NATO and Echelon and other formats, trying to pull all alien materials into the US industrial net.
As for disclosure, this could mean the US, Russia, etc. do more.

There is a preponderance of evidence to suggest otherwise. The UFO/ET phenomena has been leaking all over the place for the last sixty years as Edgar Mitchell has said many times. As for proof, Dr. Hynek has also stated - "Where do you want me to back the truck up?" What the public has not been let in on are the programs which deal with the subject. Why? Because they are tactical and deal with continuity of government[s] and its ability to maintain order against panic. It is the acclimation programs that provide the circumstantial proof in which we are let in. And it is the ability of each and every individual to look at the ufological record as the phenomena presents itself. As for the wholesale admission by the power stucture to provide a consensus to this reality for wholesale public consumption is the problem. However, will the public look? You have, and I have.
You tie in "disclosure" with everything: foreign policy announcements by gov't, religous events, unrelated conferences, etc. This is great for increasing your number of articles but it makes the absurd idea of "exopolitics" (whatever that is) crass. And why does it matter whether the US gov't acknowledges something or not? You place too much emphasis on gov't power. Secrets like you're proposing might not even be known by most gov't officials and agencies.

They also state that they are neutral as to the (non)existence of extraterrestrial life.
What's interesting, is that a lot of newspapers and various online media (including the press release I just read in Dutch) have spinned this official statement of the MoD into a statement of "We haven't found any proof of ET visitation". This has generated a reaction of the general public that can be epitomized as: "See, we're all alone! Told you so!"
If I were a British citizen that has spotted a UFO, the MoD would be the last organisation I'd report to, especially when there are so many up-to-date sites where you can report and read up on the issue and, moreover, where it's not being kept a secret. It's the way the media has handled this subject, that bothers me a bit. As though the message wasn't specifically meant for the general public in the first place.
We'll have to approach Britain with a dual approach, anyway. On the one hand you wouldn't want to legimize royalty and the Rothschild financial rackets ("Lord" Rothschild), while on the other we must talk around and beyond them--directly to the British people. With disclosure it's the same. Let the old regime tie a stone to its neck and sink with it. The rest won't mind.

Actually, M, I am an astrobiologist (astrophysics, UC Berkeley, evolutionary biology, Cambridge) and sad as it is, I am rather close to being convinced--on the basis of our current knowledge--that intelligent (and even complex non-intelligent!) life in the Universe is extremely rare. I wouldn't go as far as to say that we are unique, but it is a distinct possibility.

Up until recently I had no interest in the subject whatsoever. I'm Dutch, in my early thirties and for people of my generation and in my country this is an 'off the radar'-subject. I only started to read up on it, after I had a UFO-sighting myself. I just find it odd, that as an educated person (Master level), through almost subconscious media-osmosis, I know all the ins-and-outs about Paris Hilton, David Beckham and Miley Cyrus, yet I had never heard of, for instance, Steven Greer's 2001 disclosure project press-conference with a multitude of whistleblowers, or the mass UFO-sightings in Mexico. Think about that. Now i'm not saying that whatever Greer says is The Gospel, but the point I'm trying to make, is that I felt I was never given the opportunity by the media to make up my own mind about the subject.

I did my post-grad work in quantum gravity at UC Berkeley. I am a believer that there is a strong Possibility that life. even intelligent life exists "out there". Have they come here,who knows. But when I see someone of your pedigree making the kind of statement you did I am almost convinced we are close to some kind of disclosure. Never fails that when absolutist statements are made....something comes along and proves those statements false.

Dear Mr.Salla please make up your mind is there going to be disclosure or not? Even if the MOD closed its UFO desk it should not have an impact on disclosure there is more than enough evidence for disclosure to happen. It should be of benefit to both you and the public if you would exercise some consistency in reporting.

How does Obama know anything more about UFOs than Bush, Clinton, Bush, Reagan, Carter or any other U.S. president? Did the real (shadow) government decide to tell him? If they did, why did they do this?
And who are the people in this shadow government? The "military-industrial complex?" How does it remain beyond the reach of "government?" Are they somehow sacrosanct, more poweful than the president, congress, and judiciary? Just how does this work? How do they get away with this? Who do they take their orders from? Where do they get their money, their land and leases? The Rothchilds and Rockefellers? Pray do tell, Mikey.
If its true that legislation permits the CIA to legally and secretly plunder federal agencies for cash, why don't we know about this? Why haven't we heard numerous complaints from these agencies (Salla mentions HUD as an example) and from whistleblowers, and the congress? Something doesn't jibe here.
The UFO/disclosure movement says the justification given for UFO/ET secrecy is due to:
1- the potential for social instability
2- to prevent proliferation of ET technology
1) this is weak. Social instability would not occur, and if it did to some small extent, it would be shortlived. People adapt.
2) proliferation occurs eventually no matter how secret a technology is. And why would ET tech be any more dangerous than nuclear technology or deadly bioweapons?

Pope blows the lid off UFO faux-reality. 5% is probably 2%, but I would still say that the other 2-5% of reported UFO events that defy explanation are explained by human error and ignorance. The only hard and solid "shred" of ET existence in 60 years is the Peekskill meteorite, which is in many shreds at the moment.
