A Tectonic Weapon is, "A tectonic or seismic weapon would be the use of the accumulated tectonic energy of the Earth's deeper layers to induce a destructive earthquake;" a weapon in the arsenal discussed in the document, "Weather as a Force Multiplier, Owning The Weather by 2025," presented to Air Force 2025 cited by scholars such as Professor Michel Chossudovsky and Dr. Nick Begich. The 1978 Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques is an international treaty ratified by 75 states, and signed by a further 17, that prohibits use of environmental modification (ENMOD) techniques to cause earthquakes and tsunamis, amongst other phenomena.
"Environmental modification techniques" refers to any technique for changing - through the deliberate manipulation of natural processes - the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space. According to the respected journal "Nature" in 1996, Tectonic Weapon programs have been "unofficially known to Western geophysicists for several years."
The Komsomolskaya Pravda newspaper of Moscow reported on page 1, 30 May 30, 1992 that "a geophysical or tectonic weapon was actually developed in the USSR despite the UN Convention." Chief Seismologist Major-General V Bochrov of the USSR Ministry of Defence denied the existence of tectonic weapons.
In the same year, 1992, the 1977 Convention was reasserted in general terms in "Framework Convention on Climate Change (UNFCCC)" that was signed at the 1992 Earth Summit in Rio de Janeiro:
"States have... in accordance with the Charter of the United Nations and the principles of international law, the (...) responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction." (UN Framework Convention on Climate Change, New York, 1992.
In August 1996, the document, "Weather as a Force Multiplier: Owning the Weather in 2025: A Research Paper Presented To Air Force 2025," was released, outlining the the U.S. weather warfare program.
"In this paper we show that appropriate application of weather-modification can provide battlespace dominance to a degree never before imagined. In the future, such operations will enhance air and space superiority and provide new options for battlespace shaping and battlespace awareness," stated General Gordon R. Sullivan in "Moving into the 21st Century: America's Army and Modernization," Military Review (July 1993) as quoted by Mary Ann Seagraves and Richard Szymber in their article, "Weather a Force Multiplier," in the Military Review, November/December 1995, 75.
"The technology is there, waiting for us to pull it all together."
The following year, on April 28, 1997, U.S. Secretary of Defense William S. Cohen claimed at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy, University of Georgia, "Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves."
In February 1998, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on U.S based weather warfare facility developed under the HAARP program.
"H.A.A.R.P. stands for High Frequency Active Auroral Research Program. It is a geophysical weapon that is so powerful, it is a geophysical weapon of mass destruction. It is only one among many of such installations across the globe's superDARN Highway, the array of High Frequency (HF) radars that now cover most of the northern and southern hemispheres. This weapon has been a "secret" due to "national security."
"H.A.A.R.P. is jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency (DARPA) and is operates a major Arctic facility, known as the HAARP Research Station, on an Air Force owned site near Gakona, Alaska.
"Though denied by HAARP officials, respected researchers such as Dr. Nick Begich allege that H.A.A.R.P.'s secret electromagnetic warfare capabilities "are designed to forward the US military's stated goal of achieving full-spectrum dominance by the year 2020." The European Parliament's Committee "Motion for Resolution" submitted to the European Parliament stated:
"Considers HAARP.[The High Frequency Active Auroral Research Program based in Alaska].. by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body...; [the Committee] regrets the repeated refusal of the United States Administration... to give evidence to the public hearing ...into the environmental and public risks [of] the HAARP program." In 2007, after releasing declassified British government papers from the National Archives, the Daily Express reported:
"The [declassified] documents reveal that both the US, which led the field, and the Soviet Union had secret military programmes with the goal of controlling the world's climate. "By the year 2025 the United States will own the weather, " one scientist is said to have boasted...
These claims are dismissed by sceptics as wild conspiracy theories and the stuff of James Bond movies but there is growing evidence that the boundaries between science fiction and fact are becoming increasingly blurred. The Americans now admit that they invested L12million over five years during the Vietnam war on "cloud seeding" - deliberately creating heavy rainfall to wash away enemy crops and destroy supply routes on the Ho Chi Minh trail, in an operation codenamed Project Popeye.
It is claimed that rainfall was increased by a third in targeted areas, making the weather-manipulation weapon a success. At the time, government officials said the region was prone to heavy rain. (Weather War?, Daily Express, July 16, 2007)
A small mechanical steam-powered device developed by Nikola Tesla that was known as the "earthquake machine," or Tesla's oscillator, was reported to produce earthquake-like effects. Wikipedia states this macine has never been successfully replicated and furthers that Mythbusters television program made a small machine based on the same principle and proved it to be a myth.
According to head of the Center for Research on Globalization, Professor Michel Chossudovsky, "The possibility of climatic or environmental manipulations as part of a military agenda, while formally acknowledged by official government documents and the US military, has never been considered relevant to the Climate debate."
"Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol." In 1957, the president's advisory committee on weather control explicitly recognized military potential of weather-modification, warning in their report that it could become a more important weapon than the atom bomb. Tectonic weaponry, combined with atomic weaponry, might be the most important weapon of mass detsruction, as the 2011 Fukushima catastrophe has indicated to some segments of society, inlcuding leading scientist whisteblowers.
The opening statement in the document, "Owning the Weather by 2025 is, "A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom."
"While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril."
That begs the question, "Whose peril: military or humanity?"
