The youth was charged with a class A misdemeanor of injuring or torturing an animal. He was turned over to the custody of his parent and will be required to appear in the Madison County Family Court this month.
The dog was taken to a veterinarian in Syracuse by his owner for treatment.
According to People for the Ethical Treatment of Animals, (PETA), the link between animal cruelty and children may be indicative as well as a warning sign of deep mental disturbances.
"Communities must recognize that abuse to any living being is unacceptable and endangers everyone. Children should be taught to care for and respect animals. After an extensive study of the links between animal abuse and human abuse, two experts concluded, 'The evolution of a more gentle and benign relationship in human society might be enhanced by our promotion of a more positive and nurturing ethic between children and animals.' "
