On Feb. 4, Kansas City, Mo. police discovered a 17-year-old boy handcuffed to a pole and sleeping in his parents’ basement with only blankets to separate him from the concrete floor. The boy had been locked up and shackled since Sept. 27, 2012. After being freed by police, the teen was placed with a loving and attentive foster family.
Yesterday, a Clay County judge ruled that the boy can remain with his foster family for the immediate future. A court advocate for the boy reported that the teen was doing well in his new temporary home, and that he was happy and comfortable.
Police visited the abused child’s home after the Missouri Children’s Division forwarded a report of suspected child abuse. The boy’s stepmother allowed police into the home and offered to get the teen when they asked to see him.
Police asked the stepmom to stay put while they went downstairs to get him, only to discover his grim circumstances.
The officers found him curled in a fetal position on the concrete floor. He was placed in protective custody.
Described by The Kansas City Star as being “mentally challenged,” the police reported that the boy was given very little to eat during the time he spent locked away in his parents’ cellar.

After spending time with his new foster family, an officer for the juvenile court said that the boy was “generally healthy, but thin,” and was weighing in at around 107 pounds.
The boy’s father removed his son from school last Sept. and told school officials that his son was going to be home schooled. Juvenile services said that the boy would be returning to school next week.
The case is still under investigation. As of this time, no charges have been filed against the parents who remain unidentified by police.
