North Korea is not a child with nuclear toys.
On one hand, North Korea seems childlike and naive, yet never be fooled by the lack of intellect. The RNK is a credible danger to Asia and to the US. The United Nations knows this well. We have all been here before with the recalcitrant and hostile Republic. They know that the US is the primary reason that they cannot have their way with South Korea. They don’t appreciate the overwhelming force of the US since it is unlikely that measure of force is acceptable for use.
Therefore, the smaller and weaker Republic taunts the larger and more powerful for what purpose?
Since the Republic is unwilling and unable to compete and engage in global commerce, their means for getting attention and extracting some degree of assistance is through blackmail. They blackmail China and US in exchange for attention and aid.
Only when the two nations fail to capitulate will RNK not benefit from this foolhardy strategy.
The best ways to combat RNK is isolation and propaganda aimed at making the population there uncomfortable and dissatisfied.
Obama protested today and we will likely here mention in tonight’s speech. What might “swift action” be?
“Pyongyang's defiance was expected to force its way into Obama's state of the union speech on Tuesday because the president was planning to make a call for a cut to nuclear weapons stockpiles worldwide. But while Obama's frustration was evident from the strength of his denunciation, it is less clear what the US can do about North Korea's actions.
"This is a highly provocative act that, following its December 12 ballistic missile launch, undermines regional stability," said Obama. "North Korea's nuclear weapons and ballistic missile programs constitute a threat to US national security and to international peace."

Washington Post’s Max Fisher outlines “Obama’s Six Terrible Options” that I have recreated in the slideshow. Read it at the link below.
I have my own, seventh option: #7: Launch a massive propaganda campaign aimed at penetrating North Korea's military leaders, soldiers, and citizens. Employ the most advanced technologies to infiltrate their barriers and appeal with an option for a clear and better way of life as evidenced by South Korea. Incite insurrection.
