The 45-year-old actor, who played "The Haitian" on the NBC series, will portray a mysterious character called "The Captain." The news follows word that Dylan Neal has been cast as DC comics villain Dr. Anthony Ivo in the upcoming second season.
"The Captain is a mysterious and deadly associate of Anthony Ivo and has a connection to a mystery of Season 2 called the 'Amazo,'" the "Arrow" production team told the site.

Comic book readers will know that the Amazo is the villainous android created by Professor Ivo who can mimic the super powers of the original Justice League -- including Superman, Green Lantern and The Flash, who will be introduced in the new season of "Arrow" for a potential spin-off series. He will be played by Grant Gustin ("Glee").
Season 3 will also include Summer Glau as Isabel Rochev, Caity Lotz as Black Canary, Michael Jai White as Bronze Tiger, Kevin Alejandro as Sebastian Blood, Bex Taylor-Klaus as Sin, Navid Negahban as League of Assassins member Al-Owal and Cynthia Addai-Robinson as Amanda Waller.
"Arrow" returns for Season 2 on Wednesday, Oct. 9 at 8/7 p.m. CT on The CW.
