Rescue was on the way in Floyd County, GA--why were these dogs killed?

The emails go out late at night, with subject headings that describe lives caught in a broken system: “Urgent, these puppies scheduled to die tomorrow”, “Beautiful Maine Coon cat with kittens, last day”, “frightened collie, abuse case, needs you or she dies Wednesday”. They go out relentlessly—day after day, week after week, describing puppies, kittens, senior dogs, cats with colds, purebreds, mixed breeds, abused animals who need a hero, and once-loved family pets who, one way or another, have fallen on hard times and are now coming to the end of their time in a kill shelter. They hint at the stories of lives that will be cut short if not for the network of rescuers who use the internet to conjure up one miracle after another. They pull all-nighters getting the word out through email and Facebook. They ‘crosspost’ pictures and descriptions of the animals in need, and they coordinate the rescue offers that come through, some of which involve transport to another state. It’s a team effort and includes people around the state, the country, even the world. They’re all racing against the clock because they know that a deadline is just that.

The stories hinted at in those emails are those of the rescuers, too—they tell of triumphs—those days when no animal in a particular shelter dies, those stories that turn out right, and end with a successful “pull” when an animal is taken to the safety of a rescue group and can start a new life, but they also tell of relentless stress and a whole lot of heartache—heartache from seeing how the sheltering system treats animals as if they are disposable, heartache from not being to save them all. And it starts all over again tomorrow.

In some places, they know them by numbers, not names. Such is the case in Floyd County Animal Control in Rome, GA, where last week, the stories of 2090, 2070, and his brother 2071 should have been among those with happy endings. They had rescue lined up. Instead, by the time the morning of Wednesday August 25, 2010 was over, they lay dead, along with ten other dogs and a number of cats, including ten six-week-old kittens who also had rescue lined up. Floyd County Animal Control is closed to the public on Wednesdays. That’s when they ‘clean house’—kill all of the animals still in the shelter, and hose it down. To save the lives that could be saved, the official rescue list had to hit shelter manager Jason Broome’s email inbox before the killing started. It was time stamped 4:16 am. The killing starts at 7 am.

When rescuer Kristen Butler arrived between 9:30 and 10 am, the dog she had come to pick up, 2090, was already dead. “He said he never got anything about her having rescue. I stood in front of him and almost threw up! He got the email before he starting putting dogs down.” And he got more than one email stating that those dogs had rescue. “He either read it and didn't care, or he didn't care to read it. They are both just as bad. Why would you start killing animals if there was a chance that they got a last minute rescue? It is just wrong! It's not like he does not know that every Tuesday we pull all-nighters because of his ‘I won't wait one more minute’ Wednesday rule.”

Of 2090, she says, “She was 8 months old. She was beautiful. She was adopted. The lady had already made a vet appointment. She had a home.” She adds, “It’s even worse for cats. It’s horrible.”

The killing of animals they thought they’d saved was too much for some:

“I am leaving rescue effective this evening!”

“I will never again post for FCAC.”

“My life is utterly devastated and I cannot continue this level of involvement.”

“If everyone stops helping Floyd it will be a blood bath.”

Word of the killing of 2090, 2170 and 2171 spread like wildfire on Facebook. The world is watching this shelter. One person summed up the situation, “It's so easy to become complacent and discouraged. We need to harness the anger and disgust we feel and turn that into energy that can be used to promote a No Kill Nation. It's the only way that this is ever going to stop. Nothing else changes - it's the same cycle of panic, desperate pleas for saving, tears when the ones left behind die and then it starts all over again the next day.”

Again, as always, there are more animals needing adoption or rescue at this shelter. You can see them on Petfinder or in the slideshow below. The adoption fee is $40 for puppies and dogs and $35 for cats and kittens. Wednesday will be too late.

Some rescuers are unwilling to report abuses or to publicly criticize the shelters they pull from, justifiably afraid of losing the ability to save any more animals from death.   Delaware recently passed the Companion Animal Protection Act and Georgia, its cities and counties, need to follow suit. CAPA guarantees rescuers the right to rescue, and shelter pets the right to be rescued, rather than killed.  The animals, animal rescuers, and animal lovers deserve that much.

Says Butler, “I refuse to look the other way. The madness over there needs to stop. I feel like if I don’t speak out, I will have participated in the deaths of those dogs.”

Broome has issued new rules, more draconian than before—animals must be off the shelter’s premises by 5 pm Tuesday or they will be killed Wednesday morning. No more ‘hold-overs’. The rules and contact information for rescuers wishing to pull from FCAC are available at the volunteer website.

    My God how horrible can humans be? Knowing that they had homes to go to
    Who is the animal here? They should not be able to ever work with animal iin their lifetime.Seems like people that work in these places enjoy killing animals that's why they get these types of jobs. What they did is a crime and they all should be jailed or worse.

    I agree with you. The need to fire all the staff and get new staff that will try to find homes for these helpless animals or let the rescuers save them. I guess the shelter's manager just doesn't care about saving animals!

    My opinion is no cat or dog should be killed vene though they have no rescue, they all deserve to live. Sooner or later maybe somebody will adopt them, they must give those poor animals a chance to have a nice life. In Italy we have a lot of shelters full of dogs but they don't practice this serial killing!!!!

    It's hard to find words strong enough to express how I feel about this Shelter Manager who puts deadlines before lives!!! I can't help but wonder the life those near to him must endure,his mind has to be affected by this side of him!!! I don't understand the mindset of a person so cold and cruel! I feel so sorry for these innocent lives he thinks nothing of taking and the hurt he inflicts on people who love and cherish life and try to save them!!

    They need to get the workers out of there and hire people who love animals and will help them...not abuse or kill them, or get a thrill out of doing so...are these people sick in the head? Who is the animal here...not the dogs...not the cats... Poor innocent lives taken for no reason. Because these people don't care...Get rid of them and hire animal lovers. May these poor souls rest in peace. My heart and tears cry out for these innocent victims.

    This is a sub human who is working at this shelter. And his/her employees are obviously robots - neanderthals, driven by the need to kill. These are lives they are talking about, not garbage to be disposed of willy nilly. I am sick to my eye teeth of the way that shelters treat their animals. They even put them to sleep when they have rescue coming for them. These people are the scum of the earth, so why dont they just go back to the bottom of the swamp that they crawled out of. Inhuman piles of CRAP, not fit to breath the same air as those lovely creatures let alone walk the same earth. The world needs to voice its opinion to the authorities LOUD and CLEAR. The way this shelter works should be made public knowledge, in the local media, the national media, everywhere, NAME THEM AND SHAME THEM. We should all stand together, there will be NO other way to STOP these atrocities.

    ADVISORIES: Response to concerns about Floyd County (Rome, GA) Animal Control

    << As for Rome, People should take NOTE about Floyd County Animal Control.. if you are not there by 6pm sharp, and they know you are pulling the dog for your rescue organization, they will not let you have the dog, and they will euthanize it he very next day. The call that “policy”.. And yes.. if you arrive at 5:58pm, and their watch says 6:01pm. The animal will die. Nice people. >>

    Below is the response by two volunteers who work very closely with Floyd Staff to promote, network and find rescue for as many of their dogs as possible each and every week

    From Margaret Reno who prepares the many pleas which go out each week, sometimes multiple times daily, to maximize the chance of rescue for Floyd dogs:

    << Floyd County Animal Control makes every effort to encourage all volunteer efforts to find rescue for the shelter animals. There have been many 11th hour rescues for animals who were not yet safe at 6:00PM closing on Tuesday. If a rescue on the approved list at the shelter faxes or emails the director, Jason Broome, requesting a rescue hold on a dog and that fax or email is received prior to 8:00AM on Wednesday morning, the animal WILL BE HELD FOR RESCUE.

    FLOYD COUNTY ANIMAL CONTROL DOES NOT EUTHANIZE ANIMALS WHO HAVE PENDING RESCUE!!!!! MANY ANIMALS HAVE BEEN PICKED UP FROM THE SHELTER ON WEDNESDAY FOR TRANSPORT TO RESCUE!!!!

    The shelter cannot release animals at any time to rescues that are not on the approved list at Floyd but there on many rescues on that list who can and will allow others to pull under their license.

    A fax or email from one of the rescues on the list sent to the director at at any time prior to euthanasia on Wednesday morning asking that animals be be held over for rescue DOES SAVE LIVES–THOSE ANIMALS ARE HELD OVER!!!! I have been a virtual volunteer for Floyd County AC and I have many times participated in midnight to early morning rescue coordination for redlisted dogs and THE FAX OR EMAIL SENT ONLY A FEW HOURS BEFORE EUTHANASIA IS SCHEDULED HAS SAVED THOSE DOGS/PUPPIES WHO WERE HELD FOR RESCUE!!!! THIS LATE NIGHT RESCUE HAS HAPPENED REPEATEDLY!!!!

    The director, Jason Broome, comes into the shelter early on Wednesday morning to check emails and faxes for last minute offers. He then personally tags all of the animals who have received such offers as Hold for Rescue.

    The director has done everything in his power to assist our volunteers to save lives. He has held animals who had no rescue when he had the space. He weekly holds cats if possible! He has not needed to hold dogs without rescue too often lately as we have many friends who work very hard to help our dogs and puppies find safety and we have saved all adoptable dogs and puppies at an amazing rate!

    Jason Broome routinely holds over dogs with rescues pending!!!! It is almost routine that there are animals for whom pickup arrangements on Wednesday have been made and those animals are tagged for rescue prior to closing on Tuesday. And many a dog and puppy is alive and happy today thanks to a rescue hold emailed to Jason after closing on Tuesday!!!!

    I appreciate the staff at the shelter and have always found that Jason will gladly hold over dogs for rescue and will hold over those without rescue if he has space!!!!!

    From Connie Rice who volunteers at the shelter and also owns Bark ‘n Ride, a boarding facility, where she charges only $8/day for dogs who have been rescued from Floyd who are waiting for their transports:

    << I have been working closely with Floyd AC in Rome, GA for 16 months and I am in the shelter 1-2 times a week. The director has tried very hard to accommodate our rescue efforts, volunteers and the expanding phone and computer use.

    From the time an animal is brought in, they are given 72 hr. not counting any day the shelter is closed to the public. He even puts a 72 hr. hold on an “owner turn in” just in case it is not really an owner relinquishing the animal. Not many shelters give the animal the benefit of the doubt.

    Finally in the last 8 wk or so, he has allowed Pit Bulls to be photographed, placed on PetFinder and be made available to rescue only.

    Wed. is euth day and if we cannot get the dog out safely till Wed or Thur due to transport issues, he will hold the dog for us. Yes, there have been a few fatal slip ups when we thought an animal was safe and marked hold for rescue.

    On the whole, the Animal Control Manager is not unreasonable, he does have county policies he must abide by and sadly animals are euthed every week. Not unlike any other shelter in the south. The shelter is in a poorer, rural area and the facility is old and needs replaced.

    The Mgr. and the inmates work diligently to keep the place clean and prevent disease transmission. Like any shelter, they have parvo and other diseases found in animals that have been yard dogs, unvetted, unvaccinated, full of parasites and otherwise neglected. I have seen litters of puppies dumped there in filthy garbage cans.

    Floyd Co AC has made huge improvements in the last year in their efforts to work with the rescue community. Please do not harm their reputation and diminish their animal’s chances of getting help.

    This "reporter" should get her facts on ALL cases straight BEFORE posting such a negative report. Regardless this man has a family, has a heart and is NOT a murderer. yes I am sure working in shelter that is a high kill will take its toll on anyone. They are taking in animals no one wanted or no one cared about, they are the ones that clean up the mess that is left when an irresponsible pet owner comes into play. What you should do, is help find funding for this shelter for upgrades for additional space, write to the county manager for additional funding for the facility. Do not bash the people who are forced to do the unthinkable when there is no one to take the so called unwanted animals.

    then why were the three dogs mentioned, 2070,2071,2072 euthanized when an email timestamped at 400am was received on Broome's email list? The female Retriever-mix had a home....I think Jason needs to lay off the Big Macs and own-up to his erroneous behavior.
    I think the FACTS are Straight.

    How many of you posters "animal lovers" have sat down and spoken with this shelter director and his staff or visited this particular shelter? Most likely NONE! So instead of posting such comments you should take your quick to judge behinds down to the shelter & see what goes on and how the shelter is run. You should DEMAND additional funding for the shelter from the county for improvements and space. How humane is it to board 5-6 or more dogs in one run? With no access to outside space? Have you taken into account the countless hours this man spends trying to save these animals? Time away from his family? This should not fall on the shelter you should be pointing your fingers at irresponsible pet owners who have allowed their animals under whatever circumstances to end up at the shelter - where countless volunteers and county staff work to find homes and provide shelter to those abandoned.

    I really do not agree with this comment. The shelter's director has chosen this job, no doctor has prescripted him to work there! The shelter can be run with more humanity and trying to find a solution and adoptions for these animals. On the other hand the owners that don't care enough about there pets must be punished

    I HAVE RESCUED TWO DOGS FROM THIS SHELTER. I HAVE NOT BEEN THERE PERSONALLY BUT WILL BE GOING THERE TO SEE FOR MYSELF. MOST OF THE TIME I TRY TO BELIEVE THE BEST UNTIL I KNOW THE WORST IS TRUE. I HAVE BEEN TOLD BY PEOPLE AT THE SHELTER ON THE PHONE THAT UNLESS THE DOG IS OUT BY TUESDAY THERE IS NO WAY TO KNOW THE DOG WILL BE SAFE EVEN WITH A HOLD ON IT. SO I DONT TAKE THAT CHANCE. TOO MANY RESCUES THAT I BELIEVE AND TRUST HAVE TOLD ME FACTS OF THEIR OWN PERSONAL ACCOUNTS OF WHAT THEY HAVE SEEN TO MAKE ME BELIEVE DIFFERENT FROM THIS ARTICLE. THE FAULT DOES FALL ON THE OWNERS OF THESE DOGS WHO EITHER THROW THEM AWAY OR SURRENDER THEM TO AN OVERCROWDED SHELTER. BUT I DO BELIEVE WHEN THE CAGES START TO FILL UP THE PERSON IN CHARGE FREAKS OUT AND STARTS TO PTS. FEARING HE WILL NOT HAVE SPACE FOR THE NEXT CROWD THAT WILL BE COMING IN THE DOOR.     Seems to me that people who enjoy killing these innocent animals have a far darker side and are satisfying an evil agenda. Maybe, at best, they are too deep into having some power over helpless beings--quite disturbing. If nothing else, perhaps this is a good reason to STOP THE KILLING, people! Let's support a No Kill Nation!

    I wouldn't go so far as to hope for justice for those poor animals in such a haunt for inbred, ignorant rednecks as is rural Georgia (and I really don't mean to imply that everyone in rural Georgia belongs in that category, but breeding tells. I'm from the same town farther up in Appalachia. I know whereof I speak.)
    ...but the deeds we do here are but shadows of a truer reality. The deeds we do and the mind that we have (or the mind that has us, as the case may be) as we do them will imprint upon the stuff-of-which-we-are. These imprints, then, go along with us on the eternal journey of becoming, creating for us heavens or hells as we reap the fruits of the seeds which we plant for ourselves with every thought, deed or word. These poor, ignorant wretches are harming themselves much more than they harm the unfortunate victims of the pathetic state of their existence.

    Death is our common lot, whether it comes sooner or later is of little importance. How we live our lives is everything.

    So keep rescuing and living lives of compassion for all living things, even the cruel and ignorant. That is a hard lesson, but the harder the lesson, the greater the reward.

    I guess we don't even want to know the method of euthanasia in the poor, rural community? Unfortunately, this is a familiar story. So many shelters/dog pounds all over the country do this. This will not stop but the rescuers (I am one) must never stop either. We must keep pulling the "all-nighters" (just did one last night - dog saved) no matter how exhausting and frustrating because we WILL make a difference in a dog or cat's life. Although we will be tired, they will be dead without our efforts. Dealing with the idiots will always be a fact of rescue. The latest edict is outrageous to have to pull the animals by 5:00 on Tues. Also, Broome broke is own rule because the e-mail WAS received at 4:00 a.m. BEFORE the animals were scheduled to die. However, iInstead of trying to reason with him contact the town officials. Whether it be a Mayor, or City Council, or City Manager,find out the LOCAL government structure and complain, complain, complain. Have as many citizens express outrage at the practice and advise that "saving the animals" costs less than "killing the animals"...true statistic. It does work. One hour of accomodation for the rescue group arriving on Wed would have savced approx. 10+ pts and disposal fees to the town. Hit them in the pocketbook. Once they start getting continuous complaints and scrutiny they should look into his practices and hopefully make changes. Don't forget make it an ECONOMIC issue...that should get their attention. The adorable face of 2090 should be a poster for what goes wrong at shelters/dog pounds. Her face would melt anyone's heart and to know that she died needlessly (and probably horribly) may stir some otherwise complacent people to take action. If something awful has to happen, hopefully, it could be a catalyst for change for the better?

    I think the Department of Agriculture who is in charge of ALL animal shelters in the state of Georgia should follow their own rules that they have mandated for all animal related businesses such as boarders, groomers, etc. In their own words, they appeal to the public to report any activity related to animal abuse, neglect, or abandonment and ask for an investigation. Floyd County Animal Shelter needs to be investigated by the state of Georgia.

    Thank you Valerie for covering this important story. It has needed to be told for a while. Thank you Kristen for being brave enough to speak out. More rescue people should do so. Tragically, it might cost a few lives in the short term but it can potentially save thousands in the long term.

    I think you all are tree huggers who need to get a life. the staff do what they can with limited resources and overcrowding.     I'm not a tree hugger environmentalist. I am an animal lover who lives in Indiana and I'm disgusted by the way you people in GA think breeding animals to have them killed is normal.

    While I don't necessarily agree with the deadlines, the fact of the matter is the shelter staff aren't responsible for the deaths of these animals - the owner who walks into the shelter and signs a release authrozing the staff to euthanize their family member is the true monster. This shelter is TINY and the community very rural. I have never had an issue getting a dog out of there except one time - and while it was heartbreaking the dog had rescue and was euthanized, there isn't a shortage of dogs needing rescue in GA. Getting ugly about it does nothing but hurt our chances of getting more animals out of there. Incidentally almost ALL dogs from Floyd shelter are rescued weekly. Check out the stats on other shelters like Henry County, Gilmer County, Chattooga and Catoosa - these shelters get little to no rescue assistance because all eyes are on Floyd. While I think it's wonderful most animals make it out of there alive, it would be nice if those rescuers would spread the wealth a bit and help out other shelters too. Floyd isn't the worst shelter in Ga. There are a few that won't work with rescue groups at all. If you say rescue, they hang up on you. And negative attitudes are why they don't work with rescue. They see us as a bunch of PETA lunatics.

    Yes, those of you all upset about Floyd, why don't you instead concentrate your efforts on Henry County, where 100's of perfectly healthy dogs and cats are killed each week? They would LOVE to have more rescue help. Or how about Butts County, where they are GASSED like a holocaust victim on a weekly basis.

    WHO THE H DOES THIS GUY THINK HE IS MAKING THESE STUPID RULES !!!!! Before any "rule" is made, it must go higher up and be approved by the city council/board. We are the taxpayers you have no right to make any rules you are under someone else and you must answer to them.

    Sure make the rules....we will just post on Monday instead so your "RULE" will be followed and we will get the dogs on tuesday.

    The problem is a PEOPLE problem always. It starts not with the director (yet he has to take some blame for conditions and rules/regulations at the shelter)... The people who reside in floyd county and those run thee county are the biggest problem there. Same goes for pretty much every county in ga that has such a high"murder" rate. It's a revolving door. The cycle of killing never ends...it never even goes down. Thee mor The more pulled, the more that come in to take their place quickly. That is the first cycle that needs to ber broken. ALL counties need to regulate breeders and also make registration of dogs and cats mandatory. No if, ands, or buts... The fee per year for spayed and neutered pets should be $10 per year. Un altered pets should be charged $200 (or more) per year. The funds collected should all go to spay as neuter. It works...
    It's time to stop this revolving door. I mean how many years do we in rescue keep this up? Saving lives? Yes...but we're not doing anything to stop the problem and it can't go on like this any longer.

    i'm one of those people who stay up late crossposting urgent animals from Floyd. Although the situation is horrendous, I must applaud the continual efforts of the volunteers to get these dogs saved. At least Floyd allows photos to be posted. There are many shelters where the animals are never seen and have no chance. And those are the rules for those killing houses. I can't call them shelters, since they are really a stopover to the gassing chamber.
    We need a national Mandatory Spay/Neuter program. Every single breeder should be forced to pay a fee for every dog they sell, and this fee would go towards the programs in their area. Every single store that sells puppies should pay a larger fee, since they are major contributors to the problem. That would offset some of the cost..even those completely irresponsible backyard breeders should contribute to the fee. After all, they have to take the animal to the vet for the first series of shots - why isn't there a s/n fee built into this??
    We will never run out of companion animals. I wish the AKC would support this.... but I know they never will.

  • I'm sorry that I missed this comment earlier. Mandatory spay-neuter laws have led to increased killing wherever they have been enacted. There are now multiple No Kill communities across the country. They exist in a variety of demographics, but they all have one thing in common--no mandatory spay-neuter laws. They achieved No Kill status, saving all healthy and treatable animals that come through their doors, by following the No Kill Equation. I recommend that you visit the No Kill Advocacy Center's website and educate yourself on these subjects.

    To the person who says Floyd county doesn't euth animals with pending rescue. Obviously you are a newbie, because they do I know this for a fact! Yes, first hand.

    Floyd county is nothing but a hell hole for the animals. None of the people who work their give a damn about those animals NONE! It is obvious.

    Anyone who thinks Jason is a good guy and does his best, is a joke. The politics of what really goes on would make most of you freak out. I am so glad that this person came out and brought this evil shelter to the forefront again. They deserve it.

    Very hard to watch but at 8min 30sec He says a rescue group in person says we will come back and get all the animals and Jason locks the gate, doors and says not to answer the phone and to kill them all. Very strange.

That so called video interview was created by her &amp; an ex-con friend of hers! She's a danger to animals &amp; uses extreme retaliation when anyone stands up to her.
