Reno, NV – Raymond Rios, a 46 year old Reno transient was arrested and jailed Monday in lieu of $640 bail. On October 7th, according to Rios, it appeared that a female pit bull mix named Cooney was in pain. He thought her stomach was bulging supposedly because of a mouse inside her stomach.
He used a box cutter and mutilated the dog in the bathtub of a downtown Reno motel. He then carried the bloody carcass to the SPCA of Northern Nevada asking them to dispose of the body. He recounted what happened in a calm voice with no remorse to SPCA shelter manager Holly Natwora. Officers said that Rios did suffer from multiple dog bites during the incident.
Washoe County Regional Animal Services investigated and submitted its case to the district attorney's office. A warrant was issued charging Rios with the misdemeanor offense of torturing/injuring or abandoning an animal.

I am so disgusted. I never want to live in Nevada. This dog was cut open while alive, multiple times, by this fiend. And all he gets is $640 bail for "the misdemeanor offense of torturing an animal." How completely disgusting. People of Nevada, get your laws changed!
Unfortunately, Nevada is not the only place that has such little value for animals. The state along with the Federal BLM has little or no regard for the Wild Horses and Burros that have made Nevada their home. Lets hope that the new bill proposal, SB223 is passed. There just has to be hope for tomorrow and for a better world.

We need to protect our pet/animal by law. They cannot protect themselves from a cruel people who has no humanity heart without our human help. They have no voice like we human can have.
