Of the city's 213 traditional and charter schools, 123 were put on the failing schools list this year.
All told, less than 48 percent of elementary school children and less than 44 percent of high schoolers tested "proficient" in reading; less than 41 percent of elementary and high school children were proficient in math, the data showed.
