11 children accuse Dundalk sex offender of abuse

BALTIMORE (Map, News) - Eleven children have come forward to accuse a Dundalk sex offender of abusing them, a Baltimore County prosecutor said Thursday.

Robert Paul Layton, 48, already is accused of sexually abusing a 13-year-old boy and soliciting sex from a 14-year-old boy, but additional children have spoken up about Layton, Assistant State’s Attorney Susan Hazlett said.

“We charged for two children,” Hazlett said. “We have nine more waiting that we could charge.”

Thursday in Baltimore County Circuit Court, Layton declined to plead guilty to abusing the two boys and instead asked for a psychological evaluation to determine whether he is competent to stand trial Oct. 10.

Layton also faces federal indictment on child pornography charges, according to Hazlett.

Layton’s attorney, Spencer Gordon, confirmed in court that there is a federal detainer on his client.

Vickie LeDuc, a spokeswoman for the U.S. Attorney’s Office, said Layton has not been charged at the federal level and could not comment on any pending charges.

Baltimore County police arrested Layton on Feb. 6 after a 14-year-old boy told an officer at Dundalk Middle School that Layton solicited him for sex, charging documents said. He also told the officer that his 13-year-old friend had engaged in a sex act with Layton, police said.

Investigation revealed that Layton abused the 13-year-old and solicited the 14-year-old in January while the boys played pool at Layton’s house with friends, police said.

After Layton’s arrest, detectives said they recovered several nude photographs of boys during a search of his residence.

The officer also learned during his investigation that Layton was a registered child sex offender in Maryland. Court records show Layton was convicted of three counts of a third-degree sex offense in Prince George’s County in 1995.

Why even bother with keeping this kind of dangerous criminal alive? The recidivism rate for category 1 sex offenders is as high as that of other violent felons like rapists and murderers, yet our soft on crime leaders in Maryland keep saying that the death penalty is unfair. What about fairness for victims? Any recidivist criminal should be immediately placed on death row.

This sick guy only faces 25 years wow. At least he didnt write a bad check when he bought the child porn he would have gotten 30 instead of 25 years in prison he saved 5 years and somedody thinks he should only get a max of 25 so they made that the max ?

Every time youngsters who have been used to gratify adults sexually speak out courageously, it gladdens my heart. They begin to work on healing from this and take a stand for other young people who can be protected from the perpetrators of these crimes. Every time a sexual predator is publicly identified there is some victory. We still have a problem that must be addressed: registered sex offenders continue to perpetuate the same crimes! Recidivism statistics demonstrate that not enough has been done to protect the public good--especially children--from these known criminals.

Child sex offenders should be locked up forever. They cannot be rehabilitated no matter what anyone says. Time after time we hear about these monsters molesting children and it is rarely the first time they have done it. Most of the time we hear that they were previously convicted and jailed for periods of time. I believe that child molestation should be punishable by death or life without parole. These punishments fit the crime and would safeguard our children from these pieces of human detritus. Amen.

I use towork with Rob and cannot believe that my former boss would even hire someone like that. He was always complaining about one thing or another and highly political opinionated. I shudder to think that I and my secretary use to bring our young granchildren to work and they played near Rob's work station. Everybody deserves a second chance in life, but not scum bags who prey on children...
