SAN FRANCISCO (Map, News) - Mayor Gavin Newsom’s chief rival on the Board of Supervisors wants to slash the mayor’s proposed city budget by $37 million and put the money toward housing and health services.
Supervisor Chris Daly has feuded with Newsom over Daly’s previous proposal — which was approved by the full board — to use a portion of this fiscal year’s surplus money on affordable housing needs. Newsom returned the surplus spending proposal unsigned, saying he would not spend money The City does not have and did not include it in his budget.
The budget battle was revived again Tuesday, when Daly submitted legislation that would take away funding from 18 items in Newsom’s proposed budget to fund his surplus proposal and other city needs. The legislation was co-sponsored by Supervisor Tom Ammiano.
The deleted spending includes $3 million for salaries of one police academy class, $6.4 million for street resurfacing, $1.1 million for increased park patrols and $700,000 for Newsom’s proposal to set up a new community court program in the Tenderloin. “He [Newsom] can stand up and say this stuff is better than affordable housing. And I dare him to do it,” Daly said.
Under Daly’s proposal, $4 million would be used to backfill the reduction in federal money for AIDS/HIV services, $1 million to reinstate inpatient psychiatric beds at San Francisco General Hospital, $31.5 million for affordable housing and $550,000 for an affordable housing project adjacent to Mission Dolores Park.
“When he [Newsom] said the money was not there, that The City could not afford to build more affordable housing and deal with this affordability crisis that we have in San Francisco, the mayor was lying,” Daly said.
The legislation is expected to be heard next week by the five-member Board of Supervisors Budget and Finance Committee, of which Daly is chairman.
Newsom issued a statement late Tuesday afternoon, characterizing Daly’s legislation as “the worst kind of election-year politics and terrible public policy,” the statement said.
Committee member Supervisor Sean Elsbernd took issue with Daly’s proposed elimination of nearly $16 million for infrastructure improvements.
Newsom unveiled last Friday his proposed $6.1 billion balanced city budget for the year beginning July 1. Today, the Budget and Finance Committee will begin to discuss its contents.

» $3 million for SFPD salaries for one police academy class

» $2.5 million for Department of Public Works new street-tree planting
» $1.7 million for Department of Public Works pothole repairs
» $900,000 for Department of Public Works Hall of Justice rebuild planning
» $1.1 million for Rec and Park Department increase in park patrols
» $713,000 for 311 Center general service and administration
» $713,000 for city Web site redesign
» $500,000 for Treasurer Tax Collector Business Assistance Center

The (budget) fighting between Daly and Newsom is hurting the people the budget is supposed to help. The homeless and crime victims in the Tenderloin are like puppies who are starving to death because the two kids that own them are so busy fighting over who's going to feed them that they never get fed.

I live in Chris Daly's district and have to say that he has completely abandoned us. There have been huge upswings in crime, graffiti, and drug dealing in the district and we haven't heard a peep from him. It blows my mind how out of touch with his residents he is. If he thinks affordable housing trumps safety, he's off his rocker.

As a Tenderloin resident I just do not understand how Chris Daly continues to win his seat on the board of supervisors. Mr. Daly needs to open his eyes and start helping the neighborhood that gave him the job. The Tenderloin is falling apart and becoming more dangerous. I challenge Mr. Daly to do something about the ridiculous "sidewalk sales" that never end at Hyde & Turk. I ask that he immediately find the funding so that brighter night lighting can be erected in areas such as Geary and Hyde, for obvious reasons. Instead of wasting time fighting with the mayor all the time, I ask that Mr. Daly help is constituents in the Tenderloin develop a real neighborhood watch. One that helps bring neighbors together so that we can be proud of where we live, instead of the joke of the city.

Chris Daly is building his political base. Affordable housing is not affordable for the working class! Just what is his vision for San Francisco when the workers can't afford to send their children to public schools because they are priced out of the market? As a result of Daly's housing policy we'll need many more police and alot more free services to keep up with his constituients' needs!

I am not the biggest fan of some of the things that Mayor Newsom has done. But, I agree with his comment to Supervisor Daly, "jump off a cliff" DALY who represents D6 wants to cut funding to the police academy, not put cameras in the police cars (to protect folks from abusive cops by the way) cancel the raise that the SFPD wants (so they will be paid the same as other cops in the bay area) , no money to fix the streets, no money to clean the streets and sidewalks, No community courts, ... and ban park patrols! If DALY has his way, it will be PARTY time for the drug dealers, crooks, and other law breakers in the TL and SOMA. DALY just wants to line the pockets of the non profits, and the developers. Forget about recalling McGoldrick, RECALL DALY!

Daly masquerades as a "progressive" but I think he's in the pocket of the developers who want to Manhattanize this city by tearing down our beautiful Victorians and putting up ugly highrise condos. Just where does he propose to put this "affordable" housing project adjacent to Dolores Park? I live in that neighborhood, and the houses adjacent to the park are lovely Victorians and Edwardians. We don't want any ugly highrise boxes in our neighborhood!

Like his fellow faux progressives on the Board of Supes, Daly is only interested in furthering his own political career. Daly needs to go stay at Laguna Honda for a while! When he gets out he should go walk his talk and do some volunteering at Project Homeless Connect. I am amazed, and amazed on a daily basis at the audacity and arrogance of this man. I don't think there is a classification for him in the DSM-IV...the nearest one would be NARCISISTIC PERSONALITY DISORDER. He has managed to top the criteria for it by the 10th power! Seriously, this man is obsessed and makes a fool of himself on a daily basis trying to make the Mayor look bad or attack him. He is absolutely a childish and vindictive man and this is not good for the city. What has impressed me about our Mayor is that he does show humility...this is an attribute that Daly will never achieve if he continues to behave in such an inappropriate manner. It is such a sad thing that Daly cannot stop his impulses and control himself and attempt to work with the Mayor. Aloha!

I am just curious. Just how much housing does Mr. Daly think this cut will get him? He is just playing more politics and trying to be a thorn in Newsom's side. The various projects that Newsom has proposed are absolutely necessary. The city obviously needs more police. In the Sunset/Taravel District there are only four patrol officers for the entire area! The police are over extended and thus put at risk.The officers that risk their lives daily for us need help. Yes, we could use affordable housing but the amount Daly is cutting will not make an difference. Daly cannot put citizens and police officers at risk and having more police on the streets is necessary. The community justice center will address some real problems in a viable way. Having a way for the homeless and people that commit the petty offenses in the downtown area, to be able to be helped by being held accountable will make a difference. Daly is a pathetic man that needs our prayers! God Bless him!

It'struly appalling that Supervisor Chris Daly in his latest unhinged temper tantrum is willing to put public safety at risk and further degrade the quality of life in the City due to what seems to be his unending pathological hostility toward the mayor. His proposal to eliminate a police academy class at a time when criminals are taking BART into the city to commit their mayhem and his proposed cutbacks in infrastructure maintenance and repair when many city streets, parks and public assets are in disrepair and decline, shows what happens when your put ideology ahead of common sense and pathological vendettas ahead of the public good. Supervisor Elsbernd referred to Daly’s proposal “stupid” and “politically insane.” You could also add “childish” and “irresponsible” to that description. We reap what Chris Daly sows.

I call on everyone in the city to publicly urinate in front of Daly's home, gather the homeless to panhandle, drink/shoot-up, and sleep in the sidewalks -- perhaps then he, too would see the urgency of the new community court program. "Affordable housing" is a misnomer -- it's just housing for people who don't want to work that much -- that people really struggling to pay to work and live her have to pay more taxes for (and yet suffer on limitations put on NEW market-rate housing that would make all housing more affordable!).

The annual wrangling over the city budget is a ridiculous waste of time and energy. Every year draconian cuts are proposed by the mayor and every year those of us affected by the proposed cuts (or advocating for those who are affected) have to organize and lobby the supes to spend the money on things the community desperately needs rather than things that will increase the mayor's popularity. If we had a mayor who cared about our city's most vulnerable residents rather than people who are potential donors and voters, the process would have less high drama and more efficacy.
