Several city employees and a high-profile developer were among the witnesses called in front of a Baltimore City grand jury Monday, as prosecutors continued an investigation into a corruption case involving City Hall and Mayor Sheila Dixon.

Developer Pat Turner, owner of Turner Development Group, the company that spearheaded Silo Point, a $170 million condominium development in Locust Point, was seen leaving the grand jury room at the Baltimore City Circuit Court. Turner has also sought $90 million in city financing for his planned $1.4 billion residential and retail Westport development along the Patapsco River’s Middle Branch.

Turner did not return a phone call seeking comment.

Also seen exiting the grand jury room were several witnesses wearing city employee identification badges, but they declined to comment or identify themselves. At least one city staffer was accompanied by Deputy City Solicitor Donald Huskey, who declined to comment.

The grand jury testimony comes in the wake of a high-profile raid on Dixon’s Southwest Baltimore home last Tuesday. Investigators spent seven hours inside before leaving with six boxes and a cooler. Sources close to the investigation said the probe has focused on Dixon’s ties to city contractors, including personal gifts.

Since the raid, Dixon’s public schedule has been unusually light, with no scheduled public appearances until Wednesday’s Board of Estimates meeting.

Despite the highly publicized raid of her home and the apparently intensifying two-year probe, the mayor has remained publicly upbeat, proclaiming at a news conference last week that she is staying focused.

Former Dixon communications director Anthony McCarthy was also issued a subpoena Thursday evening. Dixon suspended McCarthy after it was revealed he was under investigation by Baltimore County police for alleged inappropriate behavior. McCarthy was later cleared by Baltimore county prosecutors of any wrongdoing.

City Solicitor George Nilson said Monday he believed that prosecutors would not issue any additional subpoenas to city employees.

“I’m truly not expecting anymore,” the city’s top lawyer said.
