Article History BALTIMORE (Map, News) - When it comes to parking, Baltimore is a “complete failure.”
That’s according to Jeffrey Tumlin, a national parking expert credited with strategies that helped revive depressed retail districts in Arlington, Va., San Francisco and Seattle. The principal of Nelson/Nygaard Consulting Associates said Baltimore has more parking than it needs and urged city officials to replace surface parking lots with new development, abolish all free parking and build denser.
“Baltimore is like Detroit — it’s a classic example of total failure,” Tumlin told business owners, government planners and community leaders gathered in Towson Wednesday. “Baltimore is only going to work if it’s a pleasure to walk in, and it’s only going to work if it’s safe to walk in.”
Tumlin identified what some called counterintuitive solutions to congestion downtown and in Baltimore suburbs like Towson. He encouraged planners to eliminate minimum parking requirements for new development, install parking meters that accept debit and credit cards, and invest in public transportation.
He said parking spaces waste $20,000 each in commercial developments and add 15 percent to 25 percent more to the cost of homes. Parking hurts housing affordability and, because it promotes driving, the environment, he said.
Giving up a car could give a home buyer an extra $100,000 for a mortgage, he said.
But some attendees said Tumlin is encouraging development without sufficient infrastructure. Others said expecting residents to give up their cars is unrealistic.
Ron Reitman of Baltimore said he “drives everywhere.”
“I was on top of a parking garage the other day and looked out and saw five more within three blocks,” Reitman said. “It’s just really catered to the car.”
Several colleges, universities and hospitals exacerbate congestion in Towson, said community activist Ed Kilcullen.
“A lot of people are addicted to their cars.”

You have a card with them and the person is entitled to use it, not the car. And then there are the idiots who park in handicapped zones with legal tags, but sit there and wait in their cars for the wives to come out of stores. Why not let these spaces open for people who need them? Arbutus Mars is a good example - 4 handicapped spots and I have noticed the same jerks sitting in their cars (with motor and A/C running)

1:45, if I am not mistaken, police and firefighters do seem to have more dangerous jobs. I think they deserve better pay than most. Salary increases should be comensurate to the position held. If you hate the FOP and the IAFF, I wonder why. You are either Fred Homan or some unhappy County Employee who is not a FF or a PO. If it's Fred, you really need to retire before you get indicted, if you are another employee, maybe you should have your union leaders consult with the FOP and IAFF. Your pension and other benefits are the biggest reasons people work for local govt. It sure isn't the salary!

These areas should have required overnight parking permits. The permits cold be required for parking between 6 P.M. and 6 A.M. to the 12:23pm writer, I sympathize with you, but I will tell you the street is public domain and first come first serve, also just to let you know you cannot cone off your parking space, just like when it snows and you shovel it out you can't block it, that is illegal and you can get a citation for doing it, now the parking situation can be rectified by having the county make residential parking permits like in certain area's already, doesn't guarentee a spot but will remedy the problem a bit, one draw back it costs you money for the permit, but violators pay a hefty fine so.....

this isn't just the city- I live in the county (but only a few miles outside of city)- at the end of my street is a senior center and elementary school where they play EVERY football game, lacrosse, soccer etc ALL season. Across the street is a church with a hufge congregation. We have street parking only and let me tell you- it really tops off your day when you come home duing the week, weekends and the street is FILLED five, six blocks down and you have a car full of groceries, dogs waiting to pee and a briefcase to carry. Residents are left with no where to park. I have contacted parking enforcement who need letters from the owners, etc...(a lot are rentals and the owners could care less about the matter). Oh, and even better- when you put cones in front of your home- on days you just know you are grocery shopping- and you arrive home to find them on the curb, or down the street.I certainly don't pay these high taxes to have to walk 3 miles home! how about resident parking?

I know someone that got a mailed ticket 4 a traffic violation in NY state--BUT that person lives in OH & hadn't been to NY state 4 over a decade. What happened was NY got the plate # right but not the STATE of the car--sort of like if you dial someone's phone # long-distance but get the A.C. wrong & the rest right--you may still get connected but NOT to the right person. So the person I know had his co send a letter (the car is a co car) to point out the error BUT a couple of months later he STILL got ANOTHER notice for the same date/offense & his co had to send a 2ND letter--eventually it was cleared-up but it took months to do it! I know that that isn't what happened in these cases but I just brought it up to show another example of shoddy traffic "enforcement work". This is justice?, @ least OH gets this part right--if the ticketing traffic cop FAILS to show 4 court ticket = dismissed--no rescheduling of court date--@ least 4 moving-violations w/o death but not sure 4 parki

Vernon, a construction company put up no parking sign and then the police IMMEDIATLY started ticketing cars, all of which werew parked legally, at paid meters. Some people got towed and you know how the towing yard works...its a bunhc of asshold crackheads who can't even speak properly. This city is full of them...illiterate idiots who work on a taxpayer dime, can't do their jobs, and basicallt breaks the law, at our expense. utterly amazing.

Never notified, etc. Better yet, I approach my car and the front license plate is dented in and I have a parking ticket because the towing company "relocated" my car to a parking meter in the middle of nowhere and it had expired. $42! I sat in the tow yard for another hour with no help, the officer said I would need to take it to court! Now, I have to go to court for a ticket I didnt even get, I thought my car was stolen! I may have never found it at all! So, now I'm waiting for my court date. Totally crazy..

I have a story that can top that, and I know it's a little unbelievable. I live in Mount Vernon. I parked my park along a park near the monument with a valid residential parking permit for a few days while I went to Florida. I returned only to find my car gone. After calling to report it stole, calling the tow yard, etc. noone was any help. Then an officer came to my house and told me that only he knew this but it might not have been stolen, just relocated without my knowledge because there was a concert in the park. He said the association doesnt ask the police for any help during these events and he had no idea where it was but that was his thought, saying I was lucky because he was the only officer that knew of this event. We drove around for 2 hours, up and down the streets of Charles Village, Guilford, Mount Vernon, no luck. The towing company has no name or phone number, and you just have to get lucky. After two hours as we return to my neighborhood, my car is randomly sitting..

i stopped at a friends house for 5 minutes and when I left the parking police were giving me a ticket for parking over 2 hours in a residential area. I informed her that I just got there and had witnesses that could confirm and that the tires on my car weren't marked. She responded, I know I saw your car somewhere you can tell the Judge. "Somewhere"- she couldn't even come up with a good excuse for the ticket. I wasted an afternoon in court and she didn't even show up.

Nope, crack heads don't drive Subarus. Beeotch from the city delayed the start of my vacation because of having to spend time due to her blindness. This is just another reason I avoid Harm City. I even pitched my job downtown because it's unsafe and the police are incompetent.

Before the city starts handing out Parking tickets like candy, personaly been hit with over $1200 (ticket & late fees) this year, they need to analyize current Bus Stops, No Stopping signs etc. The Parking Chair for Fells Prospect has contacted Jim Kraft at least twice with this info, with no response. Each neighborhood could have dozens of spots openned up, but old signs no longer needed are unfortunatly recognized by residents and Parking Officials. C'mon, City give your residents a break, your parking enforcement is relentless and the fines are through the roof. I almost cried this year - between high taxes and usary level of penalties on parking tickets this city is breaking me and many other residents.
