SAN FRANCISCO (Map, News) - One of San Francisco’s largest landlords and apartment-management companies continues to purchase property and garner complaints from tenants despite a lawsuit filed by The City two years ago charging that it uses strong-arm tactics to force residents out of rent-controlled apartments.
The management tactics of CitiApartments and its parent company — Skyline Realty Inc., which owns hundreds of San Francisco buildings — have become the focus of the Board of Supervisors, with a hearing held Monday to address complaints and receive an update on the civil lawsuit.
The City claimed in the lawsuit that the company’s security personnel used “strong-arm tactics” such as after-hours visits, phone calls and utility shut-offs to persuade tenants to leave.
One tenant told The City he was denied apartment maintenance and that when he persisted, he was met by three men employed by CitiApartments, one of whom said that they had licenses to carry guns and that the tenant should stop making trouble.
A separate lawsuit filed against CitiApartments claims that a man showed up at a couple’s door carrying a gun and wearing military fatigues. The man offered them money to move out and subjected them to a “tirade of anger,” it says.
The City’s case remains in the evidence-gathering stage, Deputy City Attorney Jennifer Choi told the supervisors.
According to a report by the Legislative Analyst’s Office, CitiApartments continued to purchase buildings in San Francisco in 2007 after being sued by The City.
At Monday’s packed hearing, tenants spoke of being intimidated or forced to live in poor conditions to induce them to vacate units. Complaints included repeated offers of buyouts and buildings in a constant state of construction, making living there intolerable.
There were also tenants present who gave positive reviews of the landlord. Some wore “I support CitiApartments” T-shirts.
Supervisor Sophie Maxwell said she was not persuaded by the show of support.
“The majority of the people have not been happy,” Maxwell said.
Tara Condon, the attorney representing CitiApartments, defended the practice of offering buyouts.
“Our buyout agreements can be canceled at will,” she said. “This is not a form of coercion.”
“I think we really have endeavored over the last year and half — frankly, since the filing of the city lawsuit — to really do a great job,” she told The Examiner after the hearing.
City officials say the alleged wrongdoing by CitiApartments and its “family of entities” decreases San Francisco’s below-market-rate housing stock and undermines the rent-control ordinance.
“This matter is really about the diversity of The City, the soul of The City, and our rent ordinance,” said Supervisor Chris Daly, who called the hearing.

I hate Citiapartments. They kept a lot of my deposit for cleaning and painting. When I moved in, my apt was dirty and everything they charged me for was there prior to when I moved in. In fact the manager who moved me out said they haven't painted my place in 5 yrs, yet I was charged and only stayed there one yr. I had two managers. One was completely lazy and did nothing. I believe in karma. It's coming to them.

Citi Apartments is a criminal enterprise. They purchased my building, in which I've lived for more than a decade, conducted one of their "inspections," and determined that my place needed a substantial amount of work. They confirmed this when I met with one of their agents shortly thereafter. He spent most of our 1/2 meeting trying to convince me to relocate. I pointendly advised him that I was not moving. The following month, my rent check mysteriously went "missing" in the U.S. mail system. I now hand deliver my checks to their office on the 1st of each month and get a time-stamped and signed receipt. They finally made the repairs to my unit after they were ordered by the court to do so following a visit by the city building inspector. I hope their business license is yanked - they're nothing by gangsters. Thank God Prop 98 was defeated - they'd probably have evicted me and thousands of others like me by now. Their illegal business practice must end! Unite and fight!

CitiApartments bought my building in the Tenderlion a couple years ago. I was very scared and concerned for everyone in the building. Some people left, many stayed. It was very hard during the construction for the first year, but now that it is complete I live a bueatiful building! Before, we had the same carpet for 20 years! Not to mention the repairs they fixed in my unit that the previous owner would NOT fix. They make good investments. Plus my manager is very nice, not like the old one who smoked in the hallways and banged on my door for rent. Allthough they called me a lot for buyouts, I've never seen an 'armed guards'. The only armed guards I've seen are the ones they employ to kick the homeless and drug dealers off the sidewalk and basement. Yes they charge a lot for their rents, but the did good things for the nieghborhood in the long run. Dunno there's always two sides.

Citiapartments has still not corrected a blocked secondary egress at 675 O'Farrell Street. The Department of Building Inspection told them to fix it last July. In March, they were given ten days to do so. Two months later, the fire code violation remains unmitigated. The whitewash PR campaign Sklyine/Citiapartments started two years ago in response to three lawsuits just does not cut it. They and their lawyers can lie about the great work they're doing, but that does not make it true.

Citiapartments will let our building fall apart, even when told of impending damage. They let outside walling fall off even though they had been informed two months in advance that it was about to go. They didn't care if it hurt anybody on it's way down. Afterwards, they hired the cheapest, sloppiest repair job that money could buy. Often, I've received "student" plumbing repairs, if and when I finally get them. I've asked them to stop calling me with buyout offers, but they disregard that request completely. Thank God the City is suing them, maybe now they'll realize they can't simply get away with murder without somebody noticing. They've even admitted that they are now trying to do a good job...admitting essentially that they weren't doing a good job before the suit. They knew that this city offers rent control. If they didn't like it they should have gone into another line of business.

Your characterization of the meeting was obviously weighted to support a hypothesis created by Tenant groups not residents of the buildings in question. A vast majority of the persons at the meeting apposing the landlord were employees or volunteers from the Tenants Union, SEIU and other financially supplemented agencies. It is obvious that their agenda is to keep themselves financed by creating controversy with the landlord. Additionally, over 250 residents came to the meeting to show support for the Landlord in question but were ushered into adjacent rooms outside the cameras and supervisors view. This was a 3:1 ratio over those apposed. This is an obvious politically motivated move by the board of supervisors alleged to be based on facts, that to date, are unproven. Bring these "facts" to court and let a jury make the decision of what “reality is” and stop this ridiculous and obviously biased treatment of tax paying business people.
