The state Senate passed a similar version of the bill Tuesday: both require local jurisdictions to pass legislation authorizing their use. The Senate voted to exempt volunteer rescue workers en route to an emergency while the House voted to cap fines at $40.
Differences between the bills will now be reconciled.
“This bill says if your local community want it, they can do it,” said Del. Charles Barkley, a Democrat from Montgomery County, the only Maryland jurisdiction where speed cameras are legal.
Several lawmakers from both parties voted against the measure, one of Gov. Martin O’Malley’s top legislative priorities this year, saying the decision should be left to each county’s delegation.
They said the proposal is more about generating revenue than safety and said cameras will reduce the number of arrests for drunk driving or drug possession that often stem from speeding stops.
“This replaces a police officer with an unmanned box,” said Del. Christopher Shank, the Minority Whip from Washington County.
Members of the House also passed legislation banning intentionally false campaign materials. The House last year passed an identical bill, but it died after the Senate took no action. The Senate has yet to act on the bill this year.
Supporters cited absent election judges, polling places that opened hours late and equipment problems during the 2006 primary election.
Lawmakers debated a provision that prohibits conduct that “results in the disruption of polling place activities.”
“This bill will have a chilling effect on all the election volunteers and all of those who represent us who in to make sure our elections are fair,” said Del. Michael Smigiel, a Cecil County Republican.
