WASHINGTON (Map, News) - A D.C. Fire Department instructor gave test questions to a select group of firefighters seeking a promotion before a final exam, giving them an advantage over competing classmates, according to an inspector general report.

The inspectors could not say why some candidates getting the questions in advance.

But the report suggests the instructor may have wanted to assign more whites and women to the department’s fire investigative unit because the team was composed of black males at the time.

“There was testimony from one fire official that [the official] wanted to have more Caucasians and females assigned to the unit,” the inspector general report said.

All seven firefighters given the questions passed the test and gained assignment to the coveted investigative squad in 2006. Most of those given advanced help were white males.

Fire department officials declined to say whether they remained on the unit.

D.C. Fire & EMS spokesman Alan Etter said the instructor was removed from his teaching duties and moved to an administrative position pending the department’s own review.

After officials learned the questions had been given to a few applicants, a different test was given, Etter said. But the inspector general found the way the test was administered “[gave] some students the advantage over others in the class.”

The instructor was black, sources within the fire department told The Examiner. It was not clear if he acted on his own or had been ordered to give selected students the questions before the test, the report said. An internal fire department probe could not substantiate a finding of racial or sexual discrimination, the report said.

D.C. fire union head Dan Dugan said the arson exam needs to be administered fairly.

“If you have a skewed process, you’re going to get whatever group you’re targeting,” he said. “There needs to be a fair shot for everybody.”

Firemen use to be one of the most respected from of authority in the land. These days, they are becoming a hated authority figure. Part of the reason could be that they secretly want to be "The police" but simply do not have the training. A lot of rejects from police academies turn to the fire dept as an cheap alternative to law enforcement. What you end up with is a bunch of ignorant bullies who fancy themselves as cops, flashing badges and projecting a 'cop-like attitude' There are some great firemen, but they really need to cull out the riff-raff that is giving them such a bad name. I guess as long as we have so-called "authorities", in power, they are going to abuse their power. It's just human nature.

For more information on Fire Departments selling "confiscated" fireworks, just type into google, "Corruption in OSFM, Oregon Conservative" and your eyes will be open. Stealing fireworks is a multi-million dollar industry for the fire departments and their counterparts. Please note that I have the utmost respect for DECENT firefighters, and I am a graduate of the Rural Fire Academy myself. I quite do to the corruption and dishonesty.

If anyone would investigate the Fire Invstigations Unit they would learn that it was disassembled a few years ago of all its "SEASONED" investigators and replaced with the group that's up there today. Most of whom don't have the training to operate anywhere in the country with the limited knowledge that they recieved but in the Nations Capitol it appears that is Acceptable. And YES, YES, YES those that were in the class of cheaters are still in FIU investigating fires.

Truth and justice in the fire service is dying a slow death. This includes both management, and employee groups. Both will say anything and skew the facts to protect themselves or their interests. Whatever happened to doing the right thing, telling the truth no matter what? Its hard to tell what the truth is anymore in the fire service.

Dont believe everything you read or hear the truth is always skewed. The fact is that the instructor was targeted after refusing to conduct illegal investigations for Fire Department Officials. Our Union President Dan Dugan called him a rat and wanted him removed from the union rolls when it was thought that he was doing the Departments bidding. It wasn't until an investigation into the situation revealed that the instructor had been threatened. YES, there is a cover up, but not whats being reported. I to attended the class and found things to be extremely fair and he was not the only instructor. I am ashamed of the FD for looking yet again for distractions for what is really going on, WHOLESALE DISCRIMINATION, the instructor concerned should be praised for refusing to be bought, refusing to carry out the orders and threatening to expose the dirty deeds of our leadership. Thanks Proctor, a few of us know the truth.

The fire service it seems cannot conduct themselves in such a manner that some group is not given a advantage. This includes whites, blacks, females, etc. Why can't the fire service produce a system for recruiting, hiring, certifying or promoting that is fair across the board. Put on a fair process and let the chips land where they will. Who cares if those who come out on top are black, white, females, etc. as long as no advantage was given.

OK, let's agree for the sake of arguement that this was not a "PROMOTIONAL EXAM". Please explain to me why it was necessary to give some students in the class information and to exclude others in the same class of the same information? Also, I was informed initially only 8 students from this class were to be selected but after the cheating was discovered, it was decided that the entire class would be rotated through (again attempting to cover up the situation). Then there is the statement made by one who was in a position of authority that he "Wanted more Caucastion and Females". I wonder if the private from Engine Co. 4 fit into this catagory. I believe that Mr. Dugan has not only a right but a responsibility to his position to investigate and defend ALL union members when it appears that the field of play has been tilted in anyones favor.

There are several problems with this report. The primary problem, that this was a promotional exam. It was not, all of the members in question have only been detailed to the FIU. The actual promotion process is ongoing as this report was written. Nearly every person that attended the class has been given the opportunity to be temporarilt detailed to FIU. Another test was given, therefore the results of the test should not be in question. Maybe Mr. Dugan should focus on getting pay for the members detailed beyond 60 days, like our contract states. They are acting in a higher pay grade, without compensation. Actually saving the city money. I attended the class in question and believe that the entire process was fair, all members were offered details to FIU. Every member that attended also passed the class. Now you Know why all the discrimination cases he was the lead investigator on turned out to have no findings and due to situations such as this lots of black employees have been terminated.some one should look into why the EEOC complaints with in the DC fire department raised over 50% since last year. I think 25% proctor was the lead investigator,just another way to continue to ween blacks out,just like going to an all hazard system,just another way to get rid of blacks

Don't think this is the only department where this happens. Wholesale cheating is in most area departments and the leadership turn a blind eye to it. This includes promotional testing, certification testing, etc. The fire service is turning into a joke.

There needs to be an additional investigation of what happened to the senior members of the FIU,that advanced this unit to arrest powers status,souces say that this same instructor was aloud by senior officals to clean out the highly experianced senior investigators from the unit because he lacked the experiance and credentials of the senior investigators.
