Leon Frederick Richards Jr., 34, was indicted by a grand jury Tuesday on one count each of first- , second- and third-degree sex offense; four counts of producing child pornography; one count of possessing child pornography; three counts of possessing child pornography with intent to distribute; and six counts each of stalking and sexual solicitation of a minor — a total of 23 charges, said Harford County State’s Attorney Joseph Cassilly.
Photographs seized from Richards’ residence in Street contained images of children ranging from 4 years old to their late teens performing sexual acts, believed to have been taken between 2006 and the present. Investigators from the FBI and the Harford County Child Advocacy Center are working to identify the children, who are believed to be from Harford County or the Baltimore metropolitan area.
Richards was arrested Jan. 10 and held without bond the day after a young girl in Bel Air reported that a man in a white pickup truck was stalking her. Investigators from the Child Advocacy Center connected Richards to two other incidents in August and September, when he allegedly approached minors while driving a white Toyota Tacoma pickup truck in the Bel Air area.
Twice, he made sexual remarks, said Det. Thomas Bradley, an investigator for the center.
Richards had been convicted in 2000 of third-degree sex offense and child abuse, and served 18 months in prison. He was listed on the Harford County Sheriff’s Office Web site as a registered sex offender.
