BALTIMORE (Map, News) - An investigation into bogus Baltimore parking tickets appears to be widening as the city State’s Attorney’s Office begins reviewing cases.
The office is providing legal guidance for an investigation into illegitimate tickets launched by city Inspector General Hilton Green, said Margaret Burns, spokeswoman for the office of State’s Attorney Patricia Jessamy.
Burns said the office also has sent a letter to at least one couple, Bud and Deborah Becker of Catonsville, informing them that the office is looking into whether they should be refunded fines one of them received for bogus tickets.
“The letter speaks for itself,” Burns said. “This is an ongoing investigation launched by the inspector general with legal guidance from our office.”
Bud Becker said the letter referred to two tickets his wife received in June in two locations five minutes apart. The Dec. 10 letter stated the case had been referred to prosecutors for a possible refund of fines, he said.
“They told me when I called that the State’s Attorney’s Office was investigating my case,” he said.
The couple have been fighting City Hall for several months over the tickets.
The Examiner first reported several stories of area motorists who complained they had received illegitimate parking tickets, including multiple tickets to drivers in places where they claimed they were not parked.
After a series of articles in The Examiner documenting more cases of motorists claming they got bogus tickets, Mayor Sheila Dixon requested an investigation by Green.
The city’s Transportation Department admitted at least one agent had written bogus tickets and been suspended without pay.
Green has said he’s investigating at least 68 claims of illegitimate tickets, and Dixon’s office has promised an overhaul of the city parking enforcement.
Becker discovered his wife’s car had been issued two tickets within five minutes on the same evening in June by agent “L. Parker,” claiming the vehicle had been illegally parked in two locations several blocks apart.
“I went out and drove it, and there is no way my wife could have gotten in the car and driven to a new space in that amount of time,” he said. “It’s impossible.”
Since then, Becker said he has attempted to clear the ticket so he can renew his license tags.
Becker said he has also been seeking a lawyer for a possible class-action suit against the city.

I was parked in front of my boyfriend's apartment in the 900-block of St. Paul Street on the morning of Veterans Day last year. Even though it is a holiday, the residential parking limitations are in effect, and I knew that. Around 10am, my boyfriend and I left in my car, so as not to violate the two-hour limit that starts at 8am, and we went shopping in Hunt Valley. We returned around 1pm and I parked in the 1000-block of St. Paul. Within 15 minutes, I glanced outside and noticed that I had a ticket on my car. The citation stated that my car had been "marked" at 8:12am in the 900-block of St. Paul, and that I had violated the two-hour parking limit by staying in the same space for 5.5 hours--even though the self-same ticket showed I had been marked and ticketed on two different blocks. I am scheduled to take this to court at the end of this month--nine months after the original citation, and the court date they FINALLY sent me is on the first day of my vacation.

I live in mt vernon with my girlfriend her car was ticked for residental parking permit only zone. the permit it clearly posted in the winshield on the drivers side the vehicle was ticked again while parked on the other side of the street the next day, for the same reason. is a meter maid incapable of looking for the sticker? the records show that the permit (which is assigned to the car in question) was issued many months before the ticket was issued. now we have to go to court to get the problem solved and there is no gaurnteee that she wont ticket the car again. Filling a quota? I can see no other reason for the tickets. funny thing is that they are both at the end of the month. my thoughts are that nothing will be done to the issueing officer and we are all at the mercy of an offical organization that has no checks and balances. its like they are panhandleing the issue the tickets and if we pay they win if we take it to court there are no consequences for them.

I was cited for parking within 15 feet of a fire hydrant on the corner of Fort and Clarkson. There is no hydrant within 200ft of this location. When I called they told me the officer put down the wrong explanation on the ticket and that a new citation would be mailed to me. The new citation was for parking in area 30 without a pass. This is strange seeing I own an area 30 pass and it was clearly on the driver's side window at the time like it is supposed to be. When I asked to speak with this officer, I was told it is not allowed. Apparently they can charge with whatever they want, and when you call them out on it, they simply change the charges. Then you don't even get the satisfaction of speaking to the incompetent officer that wrote the bogus ticket.

To the poster "I disagree" You should do some fact checking before making assumptions. The person you've dismissed as just a "tattoo artist", is actually an avid cyclist. From what I was told, his interview with Stephen Janis included discussion of commuting via bicycle, which he's done for the last two years. I've known this man for a very long time, and he's quite outspoken on the matter of our country's oil dependence. Media's job is to sensationalize a story, so as to make people find it interesting, thus he's painted as they would like him to appear. He is highly regarded in his industry, and has been known to use his position to deliver the same message you accuse him of missing. All the same, the parking enforcement in Baltimore remains a scam, and I am not at all surprised that Mr Ciferri has left our city for greener pastures, so to speak. God Bless.

i am 40 somethings lady that is diasabled and have had a vehicle parked in my father in laws property in a field for over a year because the transmission was slipping and could not be driven. i get a ticket statling that my car which is an eagle talon, was someplace ib south street at 9:15pm/ i NEVER go out late like that, besides i have a hadicapped tage to hang from my window at all times sto that i do not forget. they would not release the name of the officer, but in court she had enought nevre to come out and say how does she know that i didnn't swich tage, those tages were turned in. she fu---me good, i was told i would get reimbursed, its been 3months stillno money. i thinkg this office needs to get into troouble... she ruined my life. i am not sure what i willdo next, m\but its not far for low abiding citzens to keep getting c\screwed over and over again.

This article is worth keeping for future generations that will not have access to cheap, readily available supplies of petrol ('gasoline'). They will wonder why it was needed to have the environment trashed just so that some 'tattoo artist' could spend ages driving across town instead of quickly cycling there. If America is to get with the post-Kyoto programme then the selfish losers who care nothing of the environment or the bylaws deserve to get their cars towed away, crushed and recycled into bicycles just like that, with no tickets, warnings or explanation provided. In this instance the time in the cells was at the expense of the taxpayer, this money could have been spent on a bicycle with the 'tattoo artist' told to get 'on his bike'.

My son, who has never set foot in Baltimore, has been battling the City of Baltimore over a parking ticket he supposedly got. The fact that he was in Michigan working at the time and that the citation lists a July tag on his plate (his is February) has gotten only a response to drive a day to Baltimore and take it to the judge. Mistakes happen, but failure to admit to an obvious error makes one suspicious of either the motives or intelligence of those in charge.

I got a parking ticket for a pickup (not a commerical vehicle) just a plan chevy pickup. It was for $105.00 for parking on a residental street. My house was on the other side from the truck. The cop told the judge that because our tags had I believe 2numbers and then a letter that it was classified as a commerical vehicle. I brought my ins. papers, etc. to show that it was my personal vehicle. He asked if it had a name or anything displayed on the side which it did not. He did find in our favor but I lost a day's pay along with fighting this. I checked with dmv on the tag because the judge asked me to and the dmv said they didn't know where this cop was getting her information. So don't have a toolbox in the bed of your truck or these female cops will say it's a comercial vehicle.
