Here's my idea on how to help poor folks, particularly rural poor folks who often get ignored in poverty discussion in largely urban Maryland.
People who are on public assistance should get the following:
a) personal fishing, hunting and crabbing licenses at no charge season-long; and
b) one day per specific season when only people on public assistance get to hunt, fish or crab.
This would promote self-reliance, self-respect and obedience to law among particularly the rural poor, use the natural resources of Maryland not just for recreation but for subsistance and mitigate the costs of food assistance (one properly cleaned and dressed deer can feed a family for a long time.) I think even in a budget crisis, it's worth it to give up the license revenue in favor of increased self-reliance by and for the poor.
