During his 31-year career with the FBI, Noel worked numerous high profile investigations including investigation of Weathermen fugitives, the Patricia Hearst kidnapping, the disappearance of Teamsters President Jimmy Hoffa and the successful prosecution of former Northern California Federal District Judge Robert P. Aguilar for illegal influence-peddling associated with wiretapping.

During the early 1990’s Noel served on the UNABOM Task Force and directed the work of approximately twenty FBI Agents, BATF Agents, Postal Inspectors, as well as numerous support staff assigned to re-investigate the seventeen-year series of unsolved “Unabom” bombings. In February of 1996, following the identification of Theodore J. Kaczynsky as the UNABOM suspect, SSA NOEL was sent to Montana to lead a small group of UTF investigators. Through this team’s investigative efforts probable cause was established and a search warrant issued for Kaczynsky's rural Montana cabin. On April 3, 1996 SSA Noel served the search warrant and arrested Kaczynsky at his cabin outside Lincoln, Montana. Noel received commendations and awards from FBI Director Louis Freeh and United States Attorney General Janet Reno in recognition of his work on the UNABOM case.
Noel retired from the F.B.I. in February 1999 and currently serves as a consultant to the California Department of Corrections, serving on their Deadly Force Review Board. Noel is also a licensed California private investigator.
