In a shocking and overwhelmingly bipartisan vote, members of the House (429 of them) voted for an amendment that is directly against one of Obama’s signing statements in the Department of State and Foreign Affairs 2010 appropriations bill. There were a couple of sections in the bill that laid out specific rules for conducting business with the International Monetary Fund and World Bank. Since the United States is the biggest contributor to the IMF, 37.1 billion of our tax dollars every year, we also have the most votes on issues.
The sections in the bill that Obama wanted to disregard are interesting. One section is regarding ‘Enhancing the Transparency and Effectiveness of the Inspection Panel Process of the World Bank’. I thought Obama was all about transparency? And this is another section he is against “…and steps taken by the Department of the Treasury and the Fund to increase the oversight and accountability of the Fund’s activities. “ I realize that the Obama administration has become the LEAST transparent administration but now he wants to put that on International financial institutions that we pay big money to every year as well?
Another section that I honestly find disturbing is regarding lending money to terrorist countries:
‘‘The Secretary of the Treasury shall instruct the United States Executive Director at each of the International Financial Institutions (as defined in section 1701(c)(2) of this Act) to use the voice and vote of the United States to oppose the provision of loans or other use of the funds of the respective institution to any country the government of which the Secretary of State has determined ... to be a government that has repeatedly provided support for acts of international terrorism.’’
Why would Obama not agree with this statement? Why would anyone not agree with this statement? Below is the wording from Obama’s signing statement (Section 1404 is what I posted above):
“However, provisions of this bill within sections 1110 to 1112 of title XI, and sections 1403 and 1404 of title XIV, would interfere with my constitutional authority to conduct foreign relations by directing the Executive to take certain positions in negotiations or discussions with international organizations and foreign governments, or by requiring consultation with the Congress prior to such negotiations or discussions. I will not treat these provisions as limiting my ability to engage in foreign diplomacy or negotiations.”
Kay Granger (R-TX) thought it was pretty outrageous as well because she introduced an Amendment that the majority of the House agreed with as well, yes even Barney Frank! Her amendment is below and it basically tells Obama – NO to his signing statement:
“None of the funds made available in the Act may be used by the Secretary of the Treasury to negotiate an agreement in contravention of section 1626 or 1627 of the International Financial Institutions Act, section 1112 or 1403 of the Supplemental Appropriations Act… or the provision added to the end of title XVI of the International Financial Institutions Act by section 1404….”
What I have seen online has mostly been about the House actually going against Obama but not so much what HE was actually against in the bill. I have not seen anything in television media on this story yet. I’m glad members of the House actually smartened up but what is more disturbing to me are the things that Obama wanted to defy. We HAVE to have transparency when giving billions of our tax dollars away to foreign financial organizations and we MUST insist on the IMF NOT lending money or helping any country that supports international terrorism. I can only hope that members of Congress continue to fight Obama’s growing lunacy. With all of his Czars and ways he’s trying circumvent Congress, if they do not stop him in his efforts, we will have a dictatorship, not a republic and they will be even more useless than they are to us now.
