Denver's Fellman takes helm of national telecom group

DENVER – Attorney Ken Fellman of Denver-based Kissinger & Fellman P.C. has moved into the position as president of the National Association of Telecommunications Officers and Advisors (NATOA). His first official day on the job was Oct. 1.
“For a person who wants to make a difference in the development of our national broadband policy, there is no better time to be in this position,” Fellman said. “I am eager to help NATOA and its members throughout the United States in two fundamental ways – utilization of communications technologies to maximize benefits to citizens, and fulfillment of a major role in our nation’s communications future.”
Based in Alexandria, Va., NATOA is a national association that represents communities’ interests in communications and the interests of those who advise local governments. Its membership is predominately composed of local government agencies, local government staff and public officials, as well as consultants, attorneys, and engineers who consult with local governments on their telecommunications needs.
Some of Fellman’s immediate goals as president of NATOA include the following:
· Local government contribution to the development and implementation of a national broadband plan
· Advocating for policies that promote high speed broadband deployment to all parts of the country
· The use of new technologies and applications such as social networking as a way to enhance communications between citizens and their government
· Supporting localism and diversity in public, educational and government access programming
· Continuing to provide high quality educational opportunities for NATOA members on a wide variety of communications topics.
Fellman hopes to make NATOA a more valuable resource to all local government representatives working in communications-related fields, and to enhance NATOA’s working relationships with the public-interest community, the telecommunications industry, and the federal government.
Noting that the Federal Communications Commission is directed by law to deliver a national broadband plan to Congress by February 2010, Fellman stated, “We want to make sure local government continues to provide helpful input and is always seen as an important partner as we endeavor to improve the nation’s broadband future.”
Fellman’s primary area of legal expertise is in local government, telecommunications and utilities law. He serves as general counsel for the Greater Metro Telecommunications Consortium, an intergovernmental agency comprised of 34 local governments in metro Denver. He represents local governments throughout Colorado and nationally on a wide variety of cable and telecommunications issues.
