The best answer here is C, the outer rain bands. The outer rain bands are the most likely section of a hurricane to feature the most consistent lightning activity.
A, the eye, was the wrong choice because a hurricane's eye features calm, sometimes completely calm, weather. B, the eyewall, might have been a logical choice to you because the most intense rainy / windy weather in a hurricane occurs in its eyewall and yes, lightning can sometimes occur here, too. However, since the atmosphere near and around the eye of a hurricane is anomolously warm, the ideal lightning recipe of oppositely charged ice and water particles is typically harder to find within a hurricane's eyewall. Many strong hurricanes produce little or no lightning in their eyewalls. Better conditions for lightning usually exist in the outer-most sectors or rain bands of a hurricane.
