It's pretty clear that Sheva's been surplus goods at Stamford Bridge for the past couple of years. Jose Mourinho bought him to fullfil the wishes of owner Roman Abramovich, and Avram Grant used him even less than Mourinho did.
Luiz Felipe Scolari doesn't seem to want him either, and to be honest, I think Chelsea would be lucky to loan Sheva out, just for the wages they'd have saved. To turn around and now demand a transfer is preposterous.
There's always the possibility that Shevchenko would slot in well in his old stomping grounds; he knows the game, prefers the pace of Serie A and could do some damage off the bench. But paying his wages (as loan deals typically dictate), would've been enough of an investment from Milan, especially considering they're trying to figure out how to get younger.
But the reality is that Chelsea, and more importantly Roman Abramovich, can afford to do this. Still having to pay the Ukranian's wages may be still be a better deal, especially if Scolari can find some use for him as a substitute.
