Chimp attack prompts Washington legislators to act

Washington leaders shot into action today to introduce new legislation that would keep better tabs on primates like Travis the chimpanzee. The urgency for the bill comes after Travis’ shocking and brutal attack on Charla Nash which left her in critical condition.

U.S. Representative Earl Blumenauer (D-Ore.) introduced the bill that is expected to receive a quick vote.

The Captive Primate Safety Act proposes to make it illegal to transport primates across state lines by individuals. The bill would actually be an adjunct to an existing law called the Lacey Act and it would see that  primates  be included on the list of animals and plants that cannot cross state lines.

Primatologist Jane Goodall endorsed the bill saying, “In doing so, you will be promoting public health and safety, as well as taking a reasonable and sound step toward protecting these amazing wild creatures.”

There are an estimated 400 chimpanzees currently being kept as pets across the country even though laws have been in place since the 1970’s prohibiting foreign countries from importing primates to individuals. The new legislation will not interfere with primates coming to zoos and research facilities.

Rep. Blumenauer is introducing the bill because, “Primates are wild animals and when kept in the home can be a real-life threat to public safety and public health. They should not be regularly transported around the United States and integrated into communities or our households because of the great risk it poses on our families, our friends, and our neighbors. Make no mistake; this legislation will protect our families and ensure the humane treatment of these animals.”

The vote is expected to be positive and quick.  However, if laws were already in place about bringing apes into the country, was Travis here illegally?
