
Amendment 59, also known as the Savings Account for Education Initiative, would end the TABOR (Taxpayer Bill of Rights) tax refunds and instead place the money into a savings account within the State Education Fund. The measure would not remove TABOR's provision requiring that voters approve tax increases.
Colorado Speaker of the House Andrew Romanoff is leading the charge for the amendment along with Colorado Safe. Romanoff's chief argument, besides the importance of funding education, is that the state Constitution is a mess, rife with conflict between TABOR and Amendment 23, which deals with education spending. Amendment 59 helps clean up that mess.
Opposition to the measure is led by Taxpayers Against Amendment 59, who argue that it is really just a tax hike, and the largest one in Colorado history at that. They also claim that it isn't just about education: Ari Armstrong from the Independence Institute writes, "SAFE is a lie, the measure would boost funding for whatever programs the legislature wants."
For what it's worth, supporters of 59 have produced the best statewide ad this year.
