
Amendment 51 is a measure that will raise Colorado's sales tax by $185.1 million annually in order to pay for long-term services for persons with developmental disabilities. The increase would basically amount to two cents on every $10, and would not apply to expenses like gasoline, groceries, prescription drugs, medical services and utilities.
The new money would be used to help the developmentally disabled learn tasks like food preparation and job training, and it would also provide relief to the 12,000 members of the developmentally disabled community that are currently on a wait list to receive home nursing care. The Arc of Colorado is leading the campaign for the amendment.
There is no organized opposition to Amendment 51, but Sarah Palin, when asked several days ago about the measure by former Colorado First Lady Frances Owens (a 51 supporter), said in a characteristically non-coherent statement, "It doesn't necessarily mean increasing taxes to meet those needs. It's all a matter of prioritization."
