Many games are released with toolsets and develop a strong mod community, but Bioware took this to a whole new level with Neverwinter Nights. Rather than releasing the toolset as an afterthought, a user-friendly toolset was made a part of the game itself, thus ensuring that it would contain the polish that doesn't always make it into those other toolsets. It also ensured the toolset would be updated just as regularly as the game through updates.
It proved very successful. The Neverwinter Nights modding community is one of the deepest of any game. In addition to thousands of mods, two user-created expansion packs were also released, the CEP and the PRC. The CEP devoted itself to adding assets to the game like new monsters and objects, while the PRC focused on adding new classes and races to the game.
So, when Bioware first announced work on a new RPG, there was a lot of questions about the toolset. Initially, Bioware downplayed the idea of Dragon Age: Origins developing the same mod community as Neverwinter Nights, stating that a toolset would be available, but providing no information on if it would have the same kind of support found in NWN.
Well, any thought that Bioware would simply release the tools they used to create the game and leave it at that can be safely dismissed. Not only are they set to create an extensive toolset, they are even doing a beta test solely on the toolset.
You can apply for the toolset beta here.
