Street Fighter IV Unlockable Characters

Cammy: Win Arcade Mode with Crimson Viper
Dan: Win Arcade Mode with Sakura
Fei Long: Win Arcade Mode with Abel
Gen: Win Arcade Mode with Chun-Li
Rose: Win Arcade Mode with M.Bison
Sakura: Win Arcade Mode with Ryu
Seth: Win Arcade Mode with all the other characters except Gouken and Akuma
Akuma: First unlock Sakura, Dan, Cammy, Fei Long, Gen and Rose. Fight on arcade mode and get 2 perfects and 2 ultra finishes for Akuma to challenge you.
Gouken: First unlock Akuma, Sakura, Dan, Cammy, Fei Long, Gen and Rose. Fight on arcade mode and get 2 perfects and 2 ultra finishes for Gouken to challenge you.

You can also unlock Japanese voices once you beat the Arcade mode. This can be changed in the options menu.
