In an act that smacks of protectionism from Iowa's most Marxian city, Iowa City's council voted 5-2 to ban new bars and liquor stores from opening up within 500 feet of current establishments.

I can't think of a single logical explanation for a law this stupid other than the council had apparently ran out of other ways to intrude into peoples' lives.
