USFA changes Group D1 criteria

Over the summer the USFA changed the criteria for a Group D1 competition. Previously all that was required for a Group D1 competition was 15 or more fencers. Now at least 4 Es must enter the competition, and at least two of those Es must make the top 8. This change brings Group D1 inline with all of the subsequent classification groups, which require at least 15 fencers and a certain composition of classifications.
