Six Maryland college presidents joined about 100 others from around the country in signing a petition declaring their interest in reopening the debate into lowering the legal drinking age.  They believe students drink more in college because the national drinking age of 21 drives a lot of drinking "underground," which often is associated with the lack of moderation. If students weren't underage, would binge drinking in this country be so widespread?

While states have the ability to set their own drinking age, they are penalized if the legal drinking age is under 21 by losing 10 percent of their federal highway funds.  Adults, over the age of 18 can fight in a war, get married, and vote, but they can't drink alcohol, the presidents argue.
