This week's storms shouldn't be considered an anomoly. Instead, we should begin to get used to these types of weather patterns as part of global warming. World Science just posted an entry today that covered published research happening in the U.K. linking rising temperatures with heavy summer rains.  Last summer we saw similar occurences: heavy rain fall in warm weather that flooded our basements and damaged or uprooted our City trees.

In the event that these weather patterns will continue, I think it is our responsibility to make changes at our homes that can alleviate water flowing into the sewer systems during these heavy downpours. Porous surfaces , rain barrels and rain gardens (see my own installation here) can help to divert water out of the Metropolitan Reclamation District's coffers and allow the rain to enter the groundwater system instead.

For more info on what plants like the wet soil of a rain garden, see the University of Rhode Island's plant list. Always make sure that the plants on lists that you find online are appropriate for your area.
