We have to tread carefully with fringe. Sure, it's fun in a retro/flapper-esque way. But fringe is so hyper-trendy right now, that overindulging will surely lead to a what-was-I-thinking moment in the near future. Luckily, you don't have to break the bank to get the look.

LESS (BELOW): H&M Flapper Dress, under $50. Find it at the University Village location. Note: It also comes in a shorter version to wear as a top over skinny jeans or a pencil skirt. The top is less than $25 and also comes in bubble gum pink.
